cy to approve State and local plans to partner with small and mid-
size restaurants and nonprofit organizations to provide nutritious meals
to individuals in need, to waive certain matching fund requirements,
and for other purposes.

following bill; which was read twice and referred to the Committee on
Homeland Security and Governmental Affairs
A BILL
To authorize the Administrator of the Federal Emergency
Management Agency to approve State and local plans
to partner with small and mid-size restaurants and non-
profit organizations to provide nutritious meals to indi-
viduals in need, to waive certain matching fund require-
ments, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘FEMA Empowering
4
Essential Deliveries Act’’ or the ‘‘FEED Act’’.

SEC. 2. STATE AND LOCAL PLANS FOR MEAL DELIVERY.

(a) IN GENERAL.—During the period following the
2
emergency declaration issued by the President on March
3
13, 2020, pursuant to section 501(b) of the Robert T.
4
Stafford Disaster Relief and Emergency Assistance Act
5
(42 U.S.C. 5191(b)), and under any subsequent major dis-
6
aster declaration under section 401 of such Act (42 U.S.C.
7
5170) that supersedes such emergency declaration, the
8
Administrator of the Federal Emergency Management
9
Agency may approve plans from State, local, and Indian
10
tribal governments that meet the requirements of sub-
11
section (b).

(b) REQUIREMENTS.—To be eligible to provide food
13
services set forth in this subsection, a State, local, or In-
14
dian tribal government shall establish a network to coordi-
15
nate food distribution and delivery that includes a detailed
16
plan to—
17
(1) establish contracts with small and mid-sized
18
restaurants and nonprofits, including faith-based or-
19
ganizations and soup kitchens to prepare healthy
20
meals for people in need; and
21
(2) partner with nonprofit organizations, in-
22
cluding faith-based organizations and soup kitchens
23
to purchase directly from food producers and farm-
24
ers.

(c) WAIVER OF MATCHING REQUIREMENTS.—During
1
the period referred to in subsection (a), the Administrator
2
of the Federal Emergency Management Agency shall
3
waive the matching requirements in sections 403(b) and
4
503(a) of the Robert T. Stafford Disaster Relief and
5
Emergency Assistance Act (42 U.S.C. 5170b(b), 5193(a)).
