A BILL
To amend the CARES Act to increase the authority for
commitments and appropriations for paycheck protection
program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. INCREASED AUTHORITY FOR COMMITMENTS
3
AND APPROPRIATIONS FOR PAYCHECK PRO-
4
TECTION PROGRAM.
5
Title I of division A of the Coronavirus Aid, Relief,
6
and Economic Security Act (Public Law 116–136) is
7
amended—

(1) in section 1102—

(A) in subsection (b), by striking ‘‘June
1
30, 2020’’ and all that follows through ‘‘for
2
such loans’’ and inserting ‘‘June 30, 2020, the
3
amount authorized for commitments for such
4
loans’’; and
5
(B) by adding at the end the following new
6
subsection:

‘‘(f) AUTHORIZATION OF APPROPRIATIONS FOR THE
8
PAYCHECK PROTECTION PROGRAM.—During the period
9
beginning on the date of the enactment of this subsection
10
and ending on the date that is 90 days after the date on
11
which the ‘Proclamation on Declaring a National Emer-
12
gency
Concerning
the
Novel
Coronavirus
Disease
13
(COVID–19) Outbreak’ (issued March 13, 2020) no
14
longer has force or effect, there is authorized to be appro-
15
priated such sums as may be necessary for commitments
16
for loans authorized under section 7(a) of the Small Busi-
17
ness Act (15 U.S.C. 636(a)), including loans made under
18
paragraph (36) of such section.’’; and
19
(2) in section 1107—
20
(A) in subsection (a), by striking para-
21
graph (1) and redesignating subsequent para-
22
graphs accordingly; and
23
(B) by adding at the end the following new
24
subsection:

beginning on the date of the enactment of this subsection

and ending on the date that is 90 days after the date on

gram Account, CARES Act’ for the cost of guaranteed

loans as authorized under paragraph (36) of section 7(a)

of the Small Business Act (15 U.S.C. 636(a)).’’.
