Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Ka‘ena Point National 4 Heritage Area Act’’. 5 SEC. 2. DEFINITIONS. 6 In this Act: 7 VerDate Sep 11 2014 01:54 Apr 25, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6603.IH H6603 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 6603 IH (1) HERITAGE AREA.—The term ‘‘Heritage 1 Area’’ means the Ka‘ena Point National Heritage 2 Area. 3 (2) SECRETARY.—The term ‘‘Secretary’’ means 4 the Secretary of the Interior. 5 (3) STATE.—The term ‘‘State’’ means the State 6 of Hawai‘i. 7 (4) STUDY AREA.—The term ‘‘study area’’ 8 means Honolulu County on the island of O‘ahu. 9 SEC. 3. STUDY. 10 (a) IN GENERAL.—The Secretary, in consultation 11 with State and local historic preservation officers, State 12 and local historical societies, State and local tourism of- 13 fices, and other appropriate organizations and govern- 14 mental agencies, shall conduct a study to assess the suit- 15 ability and feasibility of designating the study area as a 16 National Heritage Area, to be known as the ‘‘Ka‘ena Point 17 National Heritage Area’’. 18 (b) REQUIREMENTS.—The study shall include anal- 19 ysis, documentation, and determinations on whether the 20 study area— 21 (1) has an assemblage of natural, historic, and 22 cultural resources that— 23 (A) represents distinctive aspects of the 24 heritage of the United States; 25 VerDate Sep 11 2014 01:54 Apr 25, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6603.IH H6603 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 6603 IH (B) is worthy of recognition, conservation, 1 interpretation, and continuing use; and 2 (C) would be best managed— 3 (i) through partnerships among public 4 and private entities; and 5 (ii) by linking diverse and sometimes 6 noncontiguous resources and active com- 7 munities; 8 (2) reflects traditions, customs, beliefs, and 9 folklife that are a valuable part of the story of the 10 United States; 11 (3) provides outstanding opportunities— 12 (A) to conserve natural, historic, cultural, 13 or scenic features; and 14 (B) for recreation and education; 15 (4) contains resources that— 16 (A) are important to any identified themes 17 of the study area; and 18 (B) retain a degree of integrity capable of 19 supporting interpretation; 20 (5) includes residents, business interests, non- 21 profit organizations, and State and local govern- 22 ments that— 23 (A) are involved in the planning of the 24 Heritage Area; 25 VerDate Sep 11 2014 01:54 Apr 25, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6603.IH H6603 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 6603 IH (B) have developed a conceptual financial 1 plan that outlines the roles of all participants in 2 the Heritage Area, including the Federal Gov- 3 ernment; and 4 (C) have demonstrated support for the des- 5 ignation of the Heritage Area; 6 (6) has a potential management entity to work 7 in partnership with the individuals and entities de- 8 scribed in paragraph (5) to develop the Heritage 9 Area while encouraging State and local economic ac- 10 tivity; and 11 (7) has a conceptual boundary map that is sup- 12 ported by the public. 13 SEC. 4.
