Making supplemental appropriations for fiscal year 2020 for
the Department of Agriculture to respond to the COVID-
19 pandemic, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. APPROPRIATION FOR USDA TO RESPOND TO
1
COVID-19 PANDEMIC.

(a) IN GENERAL.—There is appropriated, out of any
3
money in the Treasury not otherwise appropriated, for fis-
4
cal year 2020 for an additional amount for the ‘‘Depart-
5
ment
of
Agriculture—Office
of
the
Secretary’’,
6
$50,000,000,000, to remain available until expended, to
7
prevent, prepare for, and respond to the COVID–19 pan-
8
demic by providing support for agricultural producers im-
9
pacted by the COVID-19 pandemic, provided that the Sec-
10
retary shall not apply any limitation on payments made
11
to producers using funding provided under this section,
12
except to ensure that total payments made to producers
13
do not exceed total damages related to the COVID–19
14
pandemic, as determined by the Secretary.

(b) EMERGENCY DESIGNATION.—The amount appro-
16
priated by subsection (a) is designated by the Congress
17
as being for an emergency requirement pursuant to sec-
18
tion 251(b)(2)(A)(i) of the Balanced Budget and Emer-
19
gency Deficit Control Act of 1985 and shall only be avail-
20
able if the President subsequently so designates such
21
amount and transmits such designation to the Congress.
