A BILL
To direct the Secretary of Health and Human Services to
award grants or contracts to public or private entities
to carry out a national awareness campaign to increase
factual awareness and knowledge of COVID–19.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AWARENESS CAMPAIGN.

(a) IN GENERAL.—The Secretary of Health and
4
Human Services, acting through the Director of the Cen-
5
ters for Disease Control and Prevention and in coordina-
6
tion with other offices and agencies, as appropriate, shall
7
award competitive grants or contracts to one or more pub-

COVID–19.

(b) COMPONENTS.—The campaign under subsection
4
(a) shall include—
5
(1) multilingual and culturally appropriate in-
6
formation and distribution strategies;
7
(2) information based on available scientific evi-
8
dence;
9
(3) an emphasis on countering stigma and
10
shame, such as harmful and false accusations re-
11
garding origination of the virus; and
12
(4) scientific data countering propaganda re-
13
lated to viral origination.
