A BILL
To provide housing support services to the elderly and indi-
viduals with disabilities living in Federal Government
housing or federally subsidized housing during the Pan-
demic or Declared Public Health Emergency.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pandemic and Public
4
Health Emergency Support for the Elderly and Persons
5
with Disabilities Act’’.

SEC. 2. DEFINITIONS.

(1) COVID-19 EMERGENCY PERIOD.—The term
1
‘‘COVID-19 emergency period’’ means the emer-
2
gency period described in section 1135(g)(1)(B) of
3
the Social Security Act.

(2) COVID-19 PUBLIC HEALTH EMERGENCY.—
5
The term ‘‘COVID-19 public health emergency’’
6
means such emergency declared under section 319 of
7
the Public Health Service Act (42 U.S.C. 247d).
8
(3) HOUSING SUPPORT SERVICES.—The term
9
‘‘housing support services’’ includes delivery of medi-
10
cines, groceries, meals, and household supplies.
11
(4) SECRETARY.—The term ‘‘Secretary’’ means
12
the Secretary of Housing and Urban Development.

SEC. 3. FUNDING FOR MULTIFAMILY SERVICE COORDINA-
14
TORS AND SERVICE COORDINATORS IN PUB-
15
LIC HOUSING.

(a) APPROPRIATION.—There is hereby appropriated
17
to the Secretary of Housing and Urban Development, out
18
of any money in the Treasury not otherwise appropriated,
19
such sums as are necessary during the COVID-19 emer-
20
gency period to provide housing support services in re-
21
sponse to the COVID-19 public health emergency to sup-
22
port the ability of elderly individuals and individuals with
23
disabilities living in Federal Government housing or feder-

ally subsidized housing to live independently and free of
1
fear of contracting the COVID-19 disease.

(b) USE.—The Secretary shall expend amounts ap-
3
propriated under this section for—
4
(1) grants under section 672 of the Housing
5
and Community Development Act of 1992 (42
6
U.S.C. 13632);
7
(2) grants under section 34 of the United
8
States Housing Act of 1937 (42 U.S.C. 1437z–6);
9
(3) capital advances, project rental assistance,
10
tenant-based rental assistance, and other assistance
11
under section 811 of the Cranston-Gonzalez Na-
12
tional Affordable Housing Act (42 U.S.C. 8013);
13
and
14
(4) providing other housing support services for
15
the elderly to delay or avoid the need for nursing
16
home care.
