Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Coronavirus Assistance 4 for States Act’’. 5 SEC. 2. ENHANCED CORONAVIRUS RELIEF FUND. 1 ‘‘(a) APPROPRIATION.—Out of any money in the 2 Treasury of the United States not otherwise appropriated, 3 there are appropriated for making payments to States and 4 Tribal governments, $332,000,000,000 for fiscal year 5 2020. 6 ‘‘(b) AUTHORITY TO MAKE PAYMENTS.—Not later 7 than 30 days after the date of enactment of this section, 8 the Secretary shall pay each State and Tribal government 9 the amount determined for the State or Tribal govern- 10 ment, for fiscal year 2020 under subsection (c). 11 ‘‘(c) PAYMENT AMOUNTS.— 12 ‘‘(1) IN GENERAL.—The amount paid under 13 this section for fiscal year 2020 to a State or Tribal 14 government shall be the amount equal to the relative 15 population proportion amount determined for the 16 State or Tribal government under paragraph (2) for 17 such fiscal year. 18 ‘‘(2) RELATIVE POPULATION PROPORTION DE- 19 FINED.—For purposes of paragraph (1), the term 20 ‘relative population proportion’ means, with respect 21 to a State or Indian Tribe, the quotient of— 22 ‘‘(A) the population of the State or Indian 23 Tribe; and 24 ‘‘(B) the total population of all States. 25 VerDate Sep 11 2014 00:10 Apr 17, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6468.IH H6468 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 6468 IH ‘‘(3) DATA.—For purposes of this subsection, 1 the population of the States and Indian Tribes shall 2 be determined based on the most recent year for 3 which data are available from the Bureau of the 4 Census based on the American Community Survey. 5 ‘‘(d) USE OF FUNDS.—A State or Tribal government 6 shall use the funds provided under a payment made under 7 this section to cover those costs of the State or Tribal gov- 8 ernment, that— 9 ‘‘(1) are necessary expenditures incurred due to 10 the public health emergency with respect to the 11 Coronavirus Disease 2019 (COVID–19); 12 ‘‘(2) replace revenue lost as a result of the 13 COVID-19 crisis; or 14 ‘‘(3) contribute to the economic recovery of the 15 State or Indian Tribe from the COVID-19 crisis. 16 ‘‘(e) DEFINITIONS.—In this section: 17 ‘‘(1) INDIAN TRIBE.—The term ‘Indian Tribe’ 18 has the meaning given that term in section 4(e) of 19 the Indian Self-Determination and Education Assist- 20 ance Act (25 U.S.C. 5304(e)). 21 ‘‘(2) SECRETARY.—The term ‘Secretary’ means 22 the Secretary of the Treasury. 23 ‘‘(3) STATE.—The term ‘State’ means the 50 24 States, the District of Columbia, the Commonwealth 25 VerDate Sep 11 2014 00:10 Apr 17, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6468.IH H6468 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 6468 IH of Puerto Rico, the United States Virgin Islands, 1 Guam, the Commonwealth of the Northern Mariana 2 Islands, and American Samoa. 3 ‘‘(4) TRIBAL GOVERNMENT.—The term ‘Tribal 4 government’ means the recognized governing body of 5 an Indian Tribe.’’. 6 (b) APPLICATION OF PROVISIONS.—Amounts appro- 7 priated for fiscal year 2020 under section 602 of the So- 8 cial Security Act (as added by subsection (a)) shall be sub- 9 ject to the requirements contained in Public Law 116–94 10 for funds for programs authorized under sections 330 11 through 340 of the Public Health Service Act (42 U.S.C. 12 254 through 256). 13 Æ VerDate Sep 11 2014 00:10 Apr 17, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H6468.IH H6468 kjohnson on DSK79L0C42PROD with BILLS
