AN ACT
To require data sharing regarding protecting the homeless
from coronavirus, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Improving Emergency
2
Disease Response via Housing Act of 2020’’.

SEC. 2. DATA SHARING BETWEEN HUD AND HHS.

(a) IN GENERAL.—For the purpose of increasing the
5
ability of the Secretary of Health and Human Services to
6
target outreach to populations vulnerable to contracting
7
coronavirus, the Secretary of Housing and Urban Develop-
8
ment shall share with the Secretary of Health and Human
9
Services information regarding the location of projects for
10
supportive housing for the elderly assisted under section
11
202 of the Housing Act of 1959 (12 U.S.C. 1701q) and
12
the location of Continuums of Care with high concentra-
13
tion of unsheltered homelessness.

(b) REMOVAL OF PERSONALLY IDENTIFIABLE IN-
15
FORMATION.—In sharing the information required under
16
subsection (a), the Secretary of Housing and Urban De-
17
velopment shall ensure that appropriate administrative
18
and physical safeguards are in place to remove all person-
19
ally identifiable information.
20
(c) CONSULTATION.—The Secretary of Housing and
21
Urban Development shall consult with the Secretary of
22
Health and Human Services promptly after the date of
23
the enactment of this Act to provide for the sharing of
24
the information required under subsection (a).

(d) LIMITATION.—Information shared pursuant to
1
this Act shall not be shared beyond the Department of
2
Health and Human Services or used for purposes beyond
3
those intended in the Act.
