A BILL
To provide grants to small business development centers,
women’s business centers, and chapters of the Service
Corps of Retired Executives to allow telework and create
marketing materials in response to COVID–19, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Entrepreneurial Devel-
4
opment COVID–19 Response Act of 2020’’.

SEC. 2. WAIVER OF MATCHING FUNDS REQUIREMENT

UNDER THE WOMEN’S BUSINESS CENTER
2
PROGRAM.
3
During the 3-month period beginning on the date of
4
the enactment of this section, the requirement relating to
5
obtaining cash contributions from non-Federal sources
6
under section 29(c)(1) of the Small Business Act (15
7
U.S.C. 656(c)(1)) is waived for any recipient of assistance
8
under such section 29.
9
SEC. 3. GRANTS TO SMALL BUSINESS DEVELOPMENT CEN-
10
TERS, WOMEN’S BUSINESS CENTERS, AND
11
CHAPTERS OF THE SERVICE CORPS OF RE-
12
TIRED EXECUTIVES.
13
(a) IN GENERAL.—The Administrator of the Small
14
Business Administration shall provide grants to small
15
business development centers, women’s business centers,
16
and chapters of the Service Corps of Retired Executives
17
for the purposes described in subsection (b).
18
(b) USE OF FUNDS.—Grant funds under this section
19
shall be used for the following:
20
(1) To purchase laptops, software, and other re-
21
lated technical or electronic equipment to ensure
22
that employees of small business development cen-
23
ters, women’s business centers, and chapters of the
24
Service Corps of Retired Executives may telework
25
and provide remote customer service in response to

a public health emergency declared because of

COVID–19.

(2) To create marketing materials for employ-

ees of small business development centers, women’s
4
business centers, and chapters of the Service Corps
5
of Retired Executives to educate customers on avail-
6
able training and counseling resources relevant to a
7
public
health
emergency
declared
because
of
8
COVID–19.

(c) DEFINITIONS.—In this Act:
10
(1) ADMINISTRATOR.—The term ‘‘Adminis-
11
trator’’ means the Administrator of the Small Busi-
12
ness Administration.

(2) SERVICE

RETIRED
EXECU-

TIVES.—The term ‘‘Service Corps of Retired Execu-
15
tives’’ means the Service Corps of Retired Execu-
16
tives established under section 8(b)(1)(B) of the
17
Small Business Act (15 U.S.C. 637(b)(1)(B)).

TER.—The term ‘‘small business development cen-
20
ter’’ has the meaning given in section 3 of the Small
21
Business Act (15 U.S.C. 632).

(4) WOMEN’S
BUSINESS
CENTER.—The term

‘‘women’s business center’’ means a women’s busi-

(d) AUTHORIZATION OF APPROPRIATIONS.—There is
3
authorized to be appropriated $25,000,000 to the Admin-
4
istrator to carry out this Act, of which not less than
5
$15,000,000 shall be used for grants to small business de-
6
velopment centers.
