A BILL
To require the Financial Literacy and Education Commission
to convene a special meeting with respect to the COVID–
19 emergency, to update the Commission’s website with
tools to help individuals recover from any financial hard-
ship as a result of the COVID–19 emergency, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Financial Literacy
4
Education Commission Emergency Response Act’’.

SEC. 2. PURPOSE.

The purpose of this Act is to provide financial literacy
2
education, including information on access to banking
3
services and other financial products, for individuals seek-
4
ing information and resources as they recover from any
5
financial distress caused by the coronavirus disease
6
(COVID–19) outbreak and future major disasters.

SEC. 3. FINANCIAL LITERACY AND EDUCATION COMMIS-
8
SION RESPONSE TO THE COVID–19 EMER-
9
GENCY.

(a) SPECIAL MEETING.—Not later than the end of
11
the 60-day period beginning on the date of enactment of
12
this Act, the Financial Literacy and Education Commis-
13
sion (the ‘‘Commission’’) shall convene a special meeting
14
to discuss and plan assistance related to the financial im-
15
pacts of the COVID–19 emergency.

(b) UPDATE OF THE COMMISSION’S WEBSITE.—
17
(1) IN GENERAL.—Not later than the end of
18
the 60-day period beginning on the date of enact-
19
ment of this Act, the Commission shall update the
20
website of the Commission with a full list of tools to
21
help individuals recover from any financial hardship
22
as a result of the COVID–19 emergency.
23
(2) SPECIFIC REQUIREMENTS.—In performing
24
the update required under paragraph (1), the Com-
25
mission shall—

(A) place special emphasis on providing an
1
additional set of tools geared towards women,
2
racial and ethnic minorities, veterans, disabled,
3
and LGBTQ+ communities; and
4
(B) provide information in English and
5
Spanish.

(3) INFORMATION FROM MEMBERS.—Not later
7
than the end of the 60-day period beginning on the
8
date of enactment of this Act, each Federal depart-
9
ment or agency that is a member of the Commission
10
shall provide an update on the website of the Com-
11
mission disclosing any tools that the department or
12
agency is offering to individuals or to employees of
13
the department or agency related to the COVID–19
14
emergency.

(c) IMPLEMENTATION REPORT TO CONGRESS.—The
16
Secretary of the Treasury and the Director of the Bureau
17
of Consumer Financial Protection shall, jointly and not
18
later than the end of the 30-day period following the date
19
on which the meeting required under subsection (a) is held
20
and all updates required under subsection (b) have been
21
completed, report to Congress on the implementation of
22
this Act.

(d) COVID–19 EMERGENCY DEFINED.—In this sec-
24
tion, the term ‘‘COVID-19 emergency’’ means the emer-
