A BILL
To provide relief for State Trade Expansion Program grant
recipients relating to COVID–19, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘STEP Reimbursement
4
Act of 2020’’.
5
SEC. 2. CONSIDERATIONS FOR STATE TRADE EXPANSION
6
PROGRAM RELATING TO COVID–19.
7
(a) REIMBURSEMENT.—The Administrator of the
8
Small Business Administration shall reimburse any recipi-
9
ent of assistance under section 22(l) of the Small Business

Act (15 U.S.C. 649(l)) for financial losses relating to a
1
foreign trade mission or a trade show exhibition that was
2
cancelled solely due to a public health emergency declared
3
due to COVID–19.

(b) BUDGET PLAN REVISIONS.—Section 22(l)(3) of
5
the Small Business Act (15 U.S.C. 649(l)(3)) is amend-
6
ed—
7
(1) in subparagraph (D)(i), by inserting ‘‘, in-
8
cluding a budget plan for use of funds awarded
9
under this subsection’’ before the period at the end;
10
and
11
(2) by adding at the end the following new sub-
12
paragraph:

‘‘(E) BUDGET PLAN REVISIONS.—
14
‘‘(i) IN GENERAL.—A State receiving
15
a grant under this subsection may revise
16
the budget plan of the State submitted
17
under subparagraph (D) after the dis-
18
bursal of grant funds if—
19
‘‘(I) the revision complies with al-
20
lowable uses of grant funds under this
21
subsection; and
22
‘‘(II) such State submits notifica-
23
tion of the revision to the Associate
24
Administrator.

‘‘(ii) EXCEPTION.—If a revision under
1
clause (i) reallocates 10 percent or more of
2
the amounts described in the budget plan
3
of the State submitted under subparagraph
4
(D), the State may not implement the re-
5
vised budget plan without the approval of
6
the Associate Administrator, unless the As-
7
sociate Administrator fails to approve or
8
deny the revised plan within 10 days after
9
receipt of such revised plan.’’.

(c) FUNDING.—The Administrator of the Small Busi-
11
ness Administration may use amounts appropriated to
12
carry out the State Trade Expansion Program established
13
under section 22(l) of the Small Business Act (15 U.S.C.
14
649(l)) for fiscal years 2018 and 2019 that remain unobli-
15
gated or unexpended to carry out the State Trade Expan-
16
sion Program through the end of fiscal year 2021.
