TEMPORARY MODIFICATIONS TO THE JOHN H. 1 CHAFEE FOSTER CARE PROGRAM FOR SUC- 2 CESSFUL TRANSITION TO ADULTHOOD IN RE- 3 SPONSE TO THE COVID–19 PANDEMIC. 4 (a) INCREASE IN FUNDING.— 5 (1) GENERALLY.—The dollar amount specified 6 in section 477(h)(1) of the Social Security Act for 7 fiscal year 2020 is deemed to be $283,000,000— 8 (A) of which $140,000,000 shall be avail- 9 able for the purpose described in section 10 477(a)(4) of such Act; and 11 (B) the remainder of which shall be avail- 12 able as provided in such section 477(h)(1). 13 (2) EDUCATION AND TRAINING VOUCHERS.— 14 The dollar amount specified in section 477(h)(2) of 15 the Social Security Act for fiscal year 2020 is 16 deemed to be $120,000,000— 17 (A) of which $60,000,000 shall be avail- 18 able for the purpose described in section 19 477(a)(5) of such Act; and 20 (B) the remainder of which shall be avail- 21 able as provided in such section 477(h)(2). 22 (b) INAPPLICABILITY OF STATE MATCHING RE- 23 QUIREMENT TO ADDITIONAL FUNDS.— 24 (1) IN GENERAL.—In making payments under 25 section 474(a)(4) of the Social Security Act from the 26 VerDate Sep 11 2014 18:20 Apr 09, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6355.IH H6355 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 6355 IH additional funds, the percentage specified in section 1 474(a)(4)(A)(i) of such Act is deemed to be 100 per- 2 cent. 3 (2) ADDITIONAL FUNDS DEFINED.—In para- 4 graph (1) of this subsection, the term ‘‘additional 5 funds’’ means the amounts deemed by subsection (a) 6 to be specified in each of paragraphs (1) and (2) of 7 section 477(h) of the Social Security Act, to the ex- 8 tent the amount involved exceeds the amount speci- 9 fied in the respective paragraph without regard to 10 subsection (a) of this section. 11 (c) FULL AND EXPEDITIOUS DISBURSEMENT OF 12 FUNDS.—The Secretary of Health and Human Services 13 shall fully disburse the amounts payable to States under 14 section 474(a)(4) of the Social Security Act, and the 15 amounts payable to Indian tribes, tribal organizations, 16 and tribal consortia under section 477(j) of such Act, for 17 fiscal year 2020 as expeditiously as possible. 18 (d) MAXIMUM AGE LIMITATION ON ELIGIBILITY FOR 19 ASSISTANCE.—During fiscal year 2020, a child may be eli- 20 gible for services and assistance under section 477 of the 21 Social Security Act until the child attains 26 years of age, 22 notwithstanding any contrary certification made under 23 such section. 24 VerDate Sep 11 2014 18:20 Apr 09, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6355.IH H6355 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 6355 IH (e) ELIMINATION OF LIMITATION ON HOUSING EX- 1 PENDITURES.—Section 477(b)(3)(B) of the Social Secu- 2 rity Act shall have no force or effect with respect to fiscal 3 year 2020. 4 (f) ELIMINATION OF VOUCHER WORK AND EDU- 5 CATION REQUIREMENTS AND TIME LIMIT.—Section 6 477(i)(3) of the Social Security Act shall have no force 7 or effect during fiscal year 2020. 8 SEC. 2. MEDICAID OUTREACH. 9 The agency of each State that is responsible for ad- 10 ministering the State plan approved under part E of title 11 IV of the Social Security Act, in consultation with such 12 other agencies as are appropriate or interested, shall es- 13 tablish and conduct an outreach program designed to in- 14 crease the enrollment of individuals who are eligible for 15 medical assistance under the State plan approved under 16 title XIX of such Act by reason of section 17 1902(a)(10)(A)(i)(IX) of such Act. 18 SEC. 3.
