RESTORATION OF ENTITLEMENT TO REHABILITA- 1 TION PROGRAMS FOR VETERANS AFFECTED 2 BY SCHOOL CLOSURE OR DISAPPROVAL. 3 (a) ENTITLEMENT.—Section 3699 of title 38, United 4 States Code, is amended by striking ‘‘chapter 30,’’ each 5 time it appears and inserting ‘‘chapter 30, 31,’’. 6 (b) PAYMENT OF SUBSISTENCE ALLOWANCES.—Sec- 7 tion 3680(a)(2)(B) of title 38, United States Code, is 8 amended— 9 (1) by inserting ‘‘or a subsistence allowance de- 10 scribed in section 3108’’ before ‘‘, during’’; and 11 (2) by inserting ‘‘or allowance’’ after ‘‘such a 12 stipend’’. 13 (c) EFFECTIVE DATE.—The amendments made by 14 this section shall apply as if included in the enactment 15 of section 109 of the Harry W.
