(a) IN GENERAL.—Chapter 313 of title 49, United
3
States Code, is amended by adding at the end the fol-
4
lowing:

‘‘§ 31318. Treatment of transportation of goods from a
6
port
7
‘‘The transportation of goods from a port of entry
8
and another place within the same State as part of trade,
9
traffic, or transportation originating outside such State or
10
the United States by commercial motor vehicle shall not
11
be considered interstate transportation for purposes of re-
12
quirements relating to commercial driver’s licenses under
13
this chapter.’’.

(b) CLERICAL AMENDMENT.—The analysis for chap-
15
ter 313 of title 49, United States Code, is amended by
16
adding at the end the following:
17
‘‘31318. Treatment of transportation of goods from a port.’’.
