TERROR INMATE INFORMATION SHARING. 1 (a) IN GENERAL.—The Secretary of Homeland Secu- 2 rity, in coordination with the Attorney General and in con- 3 sultation with other appropriate Federal officials, shall, as 4 appropriate, share with State, local, and regional fusion 5 centers through the Department of Homeland Security 6 State, Local, and Regional Fusion Center Initiative under 7 section 210A of the Homeland Security Act of 2002 (6 8 U.S.C. 124h), as well as other relevant law enforcement 9 entities, release information from a Federal correctional 10 facility, including the name, charging date, and expected 11 place and date of release, of certain individuals who may 12 pose a terrorist threat. 13 (b) SCOPE.—The information shared pursuant to 14 subsection (a) shall be— 15 (1) for homeland security purposes; and 16 (2) regarding individuals convicted of a Federal 17 crime that is or is related to an act of terrorism (as 18 such term is defined in section 3077 of title 18, 19 United States Code). 20 (c) PERIODIC THREAT ASSESSMENTS.—Consistent 21 with the protection of classified information and controlled 22 unclassified information, the Secretary of Homeland Secu- 23 rity shall coordinate with appropriate Federal officials to 24 provide State, local, and regional fusion centers described 25 in subsection (a) with periodic assessments regarding the 26 VerDate Sep 11 2014 03:23 Mar 20, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3467.IS S3467 kjohnson on DSK79L0C42PROD with BILLS 3 •S 3467 IS overall threat from known or suspected terrorists currently 1 incarcerated in a Federal correctional facility, including 2 the assessed risks of such populations engaging in ter- 3 rorist activity upon release. 4 (d) PRIVACY PROTECTION.—Prior to affecting the in- 5 formation sharing described in subsection (a), the Sec- 6 retary of Homeland Security shall receive input and advice 7 regarding appropriate measures to protect personal pri- 8 vacy and potential disclosure implications from the Officer 9 for Civil Rights and Civil Liberties, the Chief Privacy Offi- 10 cer, the Chief Intelligence Officer of the Department of 11 Homeland Security, and the Attorney General shall re- 12 ceive input and advice from the Department of Justice 13 Chief Privacy and Civil Liberties Officer. 14 (e) RULE OF CONSTRUCTION.—Nothing in this sec- 15 tion may be construed as requiring the establishment of 16 a list or registry of individuals convicted of terrorism. 17 Æ VerDate Sep 11 2014 03:23 Mar 20, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S3467.IS S3467 kjohnson on DSK79L0C42PROD with BILLS
