A BILL
To authorize the Women Who Worked on the Home Front
Foundation to establish a commemorative work in the
District of Columbia and its environs, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Women Who Worked
4
on the Home Front World War II Memorial Act’’.

SEC. 2. AUTHORIZATION TO ESTABLISH COMMEMORATIVE

WORK.

(a) IN GENERAL.—The Women Who Worked on the
3
Home Front Foundation may establish a commemorative
4
work on Federal land in the District of Columbia and its
5
environs to commemorate the commitment and service
6
represented by women who worked on the home front dur-
7
ing World War II.

(b) COMPLIANCE WITH STANDARDS FOR COMMEMO-
9
RATIVE WORKS.—The establishment of the commemora-
10
tive work under this section shall be in accordance with
11
chapter 89 of title 40, United States Code (commonly
12
known as the ‘‘Commemorative Works Act’’).

(c) PROHIBITION
ON
THE
USE
OF
FEDERAL

FUNDS.—

(1) IN GENERAL.—Federal funds may not be
16
used to pay any expense of the establishment of the
17
commemorative work under this section.
18
(2) RESPONSIBILITY OF WOMEN WHO WORKED
19
ON THE HOME FRONT FOUNDATION.—The Women
20
Who Worked on the Home Front Foundation shall
21
be solely responsible for acceptance of contributions
22
for, and payment of the expenses of, the establish-
23
ment of the commemorative work under this section.

(d) DEPOSIT OF EXCESS FUNDS.—

(1) IN GENERAL.—If upon payment of all ex-
1
penses for the establishment of the memorial (in-
2
cluding the maintenance and preservation amount
3
required by section 8906(b)(1) of title 40, United
4
States Code), there remains a balance of funds re-
5
ceived for the establishment of the commemorative
6
work, the Women Who Worked on the Home Front
7
Foundation shall transmit the amount of the balance
8
to the Secretary of the Interior for deposit in the ac-
9
count provided for in section 8906(b)(3) of title 40,
10
United States Code.

(2) ON EXPIRATION OF AUTHORITY.—If upon
12
expiration of the authority for the commemorative
13
work under section 8903(e) of title 40, United
14
States Code, there remains a balance of funds re-
15
ceived for the establishment of the commemorative
16
work, the Women Who Worked on the Home Front
17
Foundation shall transmit the amount of the balance
18
to a separate account with the National Park Foun-
19
dation for memorials, to be available to the Sec-
20
retary of the Interior or Administrator (as appro-
21
priate) following the process provided in section
22
8906(b)(4) of title 40, United States Code, for ac-
