IMPROVED ALL-CARGO FLIGHT DECK INTEGRITY 1 MEASURES. 2 (a) IN GENERAL.—Chapter 447 of title 49, United 3 States Code, is amended by adding at the end the fol- 4 lowing: 5 ‘‘§ 44741. All-cargo flight deck integrity measures 6 ‘‘(a) IN GENERAL.—It shall be unlawful for an air 7 carrier to operate a covered aircraft after January 1, 8 2023, regardless of the date of such aircraft’s type certifi- 9 cation, in a covered operation unless such aircraft is 10 equipped with a cockpit door that— 11 ‘‘(1) meets the requirements of section 12 25.795(a) of title 14, Code of Federal Regulations, 13 with respect to intrusion resistance; and 14 ‘‘(2) remains locked while the aircraft is in 15 flight, as directed by the pilot in command of such 16 aircraft. 17 ‘‘(b) EFFECT OF RULEMAKING.—The requirement of 18 subsection (a) shall take effect on January 1, 2023, re- 19 gardless of whether the Administrator of the Federal Avia- 20 tion Administration has issued regulations to implement 21 such requirement. 22 ‘‘(c) DEFINITIONS.—In this section: 23 ‘‘(1) COVERED AIRCRAFT.—The term ‘covered 24 aircraft’ means an aircraft used in all-cargo air 25 VerDate Sep 11 2014 01:05 Mar 18, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6190.IH H6190 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 6190 IH transportation with a maximum certificated payload 1 capacity that exceeds 6,500 pounds. 2 ‘‘(2) COVERED OPERATION.—The term ‘covered 3 operation’ means an operation in all-cargo air trans- 4 portation under the provisions of part 121 of title 5 14, Code of Federal Regulations.’’. 6 (b) CLERICAL AMENDMENT.—The analysis for chap- 7 ter 447 of title 49, United States Code, is amended by 8 adding at the end the following: 9 ‘‘44741. All-cargo flight deck integrity measures.’’. SEC. 3. TECHNICAL CORRECTIONS. 10 (a) SECTION 44737.—Chapter 447 of title 49, United 11 States Code, is amending by redesignating the second sec- 12 tion 44737 (as added by section 581 of the FAA Reau- 13 thorization Act of 2018) as section 44740. 14 (b) ANALYSIS.—The analysis for chapter 447 of title 15 49, United States Code, is amended— 16 (1) by striking the item relating to the second 17 section 44737 (as added by section 581 of the FAA 18 Reauthorization Act of 2018); and 19 (2) by inserting after the item relating to sec- 20 tion 44739 the following new item: 21 ‘‘44740. Special rule for certain aircraft operations.’’.
