Mr. HOYER (for himself, Mr. BEYER, Mr. RASKIN, Mr. BROWN of Maryland,
Ms. WEXTON, Ms. NORTON, Mr. CONNOLLY, and Mr. TRONE) submitted
the following concurrent resolution; which was referred to the Committee
on Transportation and Infrastructure
CONCURRENT RESOLUTION
Authorizing the use of the Capitol Grounds for the Greater
Washington Soap Box Derby.
Resolved by the House of Representatives (the Senate

SECTION 1. USE OF CAPITOL GROUNDS FOR SOAP BOX
3
DERBY RACES.
4
(a) IN GENERAL.—The Greater Washington Soap
5
Box Derby Association (in this resolution referred to as
6
the ‘‘sponsor’’) shall be permitted to sponsor a public
7
event, soap box derby races (in this resolution referred to
8
as the ‘‘event’’), on the Capitol Grounds.

(b) DATE OF EVENT.—The event shall be held on

June 13, 2020, or on such other date as the Speaker of
2
the House of Representatives and the Committee on Rules
3
and Administration of the Senate jointly designate.

SEC. 2. TERMS AND CONDITIONS.

(a) IN GENERAL.—Under conditions to be prescribed
6
by the Architect of the Capitol and the Capitol Police
7
Board, the event shall be—
8
(1) free of admission charge and open to the
9
public; and
10
(2) arranged not to interfere with the needs of
11
Congress.

(b) EXPENSES AND LIABILITIES.—The sponsor shall
13
assume full responsibility for all expenses and liabilities
14
incident to all activities associated with the event.

SEC. 3. EVENT PREPARATIONS.

Subject to the approval of the Architect of the Cap-
17
itol, the sponsor is authorized to erect upon the Capitol
18
Grounds such stage, sound amplification devices, and
19
other related structures and equipment as may be required
20
for the event.

SEC. 4. ADDITIONAL ARRANGEMENTS.
22
The Architect of the Capitol and the Capitol Police
23
Board are authorized to make such additional arrange-
24
ments as may be required to carry out the event.

SEC. 5. ENFORCEMENT OF RESTRICTIONS.

The Capitol Police Board shall provide for enforce-
2
ment of the restrictions contained in section 5104(c) of
3
title 40, United States Code, concerning sales, advertise-
4
ments, displays, and solicitations on the Capitol Grounds,
5
as well as other restrictions applicable to the Capitol
6
Grounds, with respect to the event.
