For the relief of Stela Simeonova and Simeon Simeonov.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR STELA
3
SIMEONOVA AND SIMEON SIMEONOV.

(a) IN GENERAL.—Notwithstanding subsections (a)
5
and (b) of section 201 of the Immigration and Nationality
6
Act, Stela Simeonova and Simeon Simeonov shall be eligi-
7
ble for issuance of an immigrant visa or for adjustment
8
of status to that of an alien lawfully admitted for perma-
9
nent residence upon filing an application for issuance of
10
an immigrant visa under section 204 of such Act or for
11
adjustment of status to lawful permanent resident.

(b) ADJUSTMENT OF STATUS.—If Stela Simeonova
1
and Simeon Simeonov enter the United States before the
2
filing deadline specified in subsection (c), they shall be
3
considered to have entered and remained lawfully and
4
shall, if otherwise eligible, be eligible for adjustment of
5
status under section 245 of the Immigration and Nation-
6
ality Act as of the date of enactment of this Act.

(c) DEADLINE FOR APPLICATION AND PAYMENT OF
8
FEES.—Subsections (a) and (b) shall apply only if the ap-
9
plications for issuance of an immigrant visa or the applica-
10
tions for adjustment of status is filed with appropriate
11
fees, within 2 years after the date of the enactment of
12
this Act.

(d) REDUCTION OF IMMIGRANT VISA NUMBER.—
14
Upon the granting of an immigrant visa or permanent res-
15
idence to Stela Simeonova and Simeon Simeonov, the Sec-
16
retary of State shall instruct the proper officer to reduce
17
by one, during the current or next following fiscal year,
18
the total number of immigrant visas that are made avail-
19
able to natives of the country of the alien’s birth under
20
section 203(a) of the Immigration and Nationality Act or,
21
if applicable, the total number of immigrant visas that are
22
made available to natives of the country of the alien’s birth
23
under section 202(e) of such Act.

TREATMENT
FOR CERTAIN RELATIVES.—The natural

parents, brothers, and sisters of Stela Simeonova and
3
Simeon Simeonov shall not, by virtue of such relationship,
4
be accorded any right, privilege, or status under the Immi-
5
gration and Nationality Act.
