PERMITTING DISTRICT OF COLUMBIA TO ESTAB- 1 LISH RATE OF PAY OF CHIEF FINANCIAL OF- 2 FICER OF DISTRICT OF COLUMBIA. 3 Section 424(b)(2)(E) of the District of Columbia 4 Home Rule Act (sec. 1–204.24b(b)(5), D.C.
