Mr. BALDERSON (for himself, Mr. MEADOWS, Mr. GIBBS, Mr. RODNEY DAVIS
of Illinois, Mr. NORMAN, and Mr. KINZINGER) introduced the following
bill; which was referred to the Committee on Veterans’ Affairs, and in
addition to the Committees on Homeland Security, and Transportation
and Infrastructure, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To provide paid parental leave to certain employees of the
Federal Aviation Administration, the Transportation Se-
curity Administration, and the Department of Veterans
Affairs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘VAlue FAAmily Act’’.

SEC. 2. PAID PARENTAL LEAVE FOR CERTAIN EMPLOYEES

OF THE FAA, TSA, AND VA.

(a) FAA AND TSA.—
3
(1) APPLICATION OF FEDERAL FML.—Section
4
40122(g)(2) of title 49, United States Code, is
5
amended—
6
(A) in subparagraph (I)(iii), by striking
7
‘‘and’’ at the end;
8
(B) in subparagraph (J), by striking the
9
period at the end and inserting ‘‘; and’’; and
10
(C) by adding at the end the following:
11
‘‘(K) subchapter V of chapter 63, relating
12
to family and medical leave.’’.

(2) CORRECTIONS FOR TSA SCREENERS.—Sec-
14
tion 7606 of the National Defense Authorization Act
15
for Fiscal Year 2020 is amended—
16
(A) by striking ‘‘Section 111(d)(2)’’ and
17
inserting
‘‘(a)
IN
GENERAL.—Section
18
111(d)(2)’’; and
19
(B) by adding at the end the following:
20
‘‘(b) EFFECTIVE DATE.—The amendment made by
21
subsection (a) shall not be effective with respect to any
22
event for which leave may be taken under subchapter V
23
of chapter 63 of title 5, United States Code, occurring
24
before October 1, 2020.’’.

(b) TITLE 38 EMPLOYEES.—Section 7425 of title 38,

United States Code, is amended—
2
(1) in subsection (b), by striking ‘‘Notwith-
3
standing’’ and inserting ‘‘Except as provided in sub-
4
section (c), and notwithstanding’’; and
5
(2) by adding at the end the following:
6
‘‘(c) Notwithstanding any other provision of this sub-
7
chapter, the Administration shall provide to individuals
8
appointed to any position described in section 7421(b) who
9
are employed by the Administration family and medical
10
leave in the same manner, to the maximum extent prac-
11
ticable, as family and medical leave is provided under sub-
12
chapter V of chapter 63 of title 5 to employees, as defined
13
in section 6381(1) of such title.’’.

(c) APPLICATION.—
15
(1) EFFECTIVE DATE.—The amendments made
16
by subsections (a)(1) and (b) shall not be effective
17
with respect to any event for which leave may be
18
taken under subchapter V of chapter 63 of title 5,
19
United States Code, occurring before October 1,
20
2020.

BILITY.—Any Federal service by an individual pro-

vided leave by the amendments made by subsections
24

National Defense Authorization Act for Fiscal Year

2020 (as amended by subsection (a)(2)), including
