A BILL
To establish a competitive program to make grants to States
to provide child care to individuals receiving services
at American Job Centers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘American Job Centers
4
Family Accessibility Act of 2020’’.
5
SEC. 2. ESTABLISHMENT.
6
(a) IN GENERAL.—Not later than 6 months after the
7
date of the enactment of this Act, the Secretary shall es-

tablish a competitive program (hereinafter referred to as
1
the ‘‘program’’) to make grants to States with an estab-
2
lished one-stop delivery system under subsection (a) of
3
section 121 of the Workforce Innovation and Opportunity
4
Act (29 U.S.C. 3151) to provide access to childcare for
5
individuals that receive services from such one-stop deliv-
6
ery systems.

(b) SELECTION.—
8
(1) NUMBER
OF
GRANTEES.—The Secretary
9
shall award grants under the program to not fewer
10
than 6 States.
11
(2) WORKFORCE AREA SPECIFICATION.—
12
(A) IN GENERAL.—The Secretary shall re-
13
quire each applicant State to specify a work-
14
force area in the State in which the applicant
15
intends to implement the project funded by the
16
grant under this section.
17
(B) RURAL WORKFORCE AREAS.—An ap-
18
plicant State with multiple local workforce
19
boards shall designate a rural workforce area as
20
the project site.
21
(3) APPLICATION.—The Secretary shall require
22
applicant States to submit an application con-
23
taining—
24
(A) a description of—

(i) the project, including how the
1
State intends to carry out the project and
2
use funds granted under this section;
3
(ii) the designated workforce area de-
4
scribed in subsection (b);
5
(iii) a plan for third-party evaluation
6
of the project; and
7
(iv) the cost estimate of the project;
8
and
9
(B) a letter from each workforce board
10
with jurisdiction in the designated workforce
11
area described in subsection (b) certifying that
12
such board acknowledges that such board will
13
receive funds to implement the described
14
project.

(4) PRIORITY.—In awarding grants under this
16
section, the Secretary shall give priority to States
17
that—
18
(A) have more rural areas; and
19
(B) provide access to childcare for individ-
20
uals that receive services from such one-stop de-
21
livery systems.
22
(5) GEOGRAPHIC DIVERSITY.—In carrying out
23
the program, the Secretary shall, select not more
24
than one State from each of the six Regions of the

(c) USE OF FUNDS.—The Secretary shall include as
3
a condition of receipt of the grant a requirement that the
4
State shall—
5
(1) reserve not fewer than 5 percent of funds
6
received under the grant to fund a third-party eval-
7
uation; and
8
(2) all other grant funds awarded to the State
9
under the program shall be used to provide access
10
to child care for individuals using the service of such
11
a one-stop delivery system.

(d) REPORT.—
13
(1) GRANTEE REPORTS.—The Secretary shall
14
include as a condition of receipt of the grant a re-
15
quirement that the State shall submit annual reports
16
containing—
17
(A) information on how the grant funds
18
have been used to achieve the purpose of this
19
Act;
20
(B) with respect to each grant, a descrip-
21
tion of progress made toward achievement of
22
the goals described in the application of such
23
grantee; and

(C) a description of metrics relevant to the
1
project, including—
2
(i) number of unique residents who
3
utilized child care services funded under
4
this section in a given time period; and
5
(ii) number of children served using
6
funds under this section in a given time
7
period.

(2) CONGRESSIONAL REPORT.—Not later than
9
5 years after the date on which the first grant is
10
awarded under this Act, the Secretary shall submit
11
to Congress an evaluation of all grants issued under
12
this Act, including—
13
(A) the goals of each grantee;
14
(B) challenges and outcomes associated
15
with each grant; and
16
(C) recommendations with respect to fu-
17
ture programs to achieve the purpose of this
18
Act.

(e) STATE DEFINED.—In this Act, the term ‘‘State’’
20
means any State, the District of Columbia, Puerto Rico,
21
and any territory or possession of the United States.

(f) AUTHORIZATION
OF APPROPRIATIONS.—There

are authorized to be appropriated to carry out this Act

$5,000,000 for fiscal year 2020.
