Ms. DUCKWORTH introduced the following bill; which was read twice and
referred to the Committee on Commerce, Science, and Transportation
A BILL
To require the National Institute of Standards and Tech-
nology to establish a premise plumbing research labora-
tory, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘NIST Plumbing Re-
4
search Act of 2020’’.

SEC. 2. PREMISE PLUMBING RESEARCH.

(a) PREMISE PLUMBING DEFINED.—In this Act, the
7
term ‘‘premise plumbing’’ means the water distribution
8
system located within the property lines of a property, in-
9
cluding all buildings and permanent structures on such

property. Such term includes building supply and distribu-
1
tion pipes, fixtures, fittings, water heaters, water-treating
2
and water-using equipment, and all respective joints, con-
3
nections, devices, and appurtenances.

(b) RESEARCH.—Not later than 1 year after the date
5
of the enactment of this Act, the Director of the National
6
Institute of Standards and Technology shall—
7
(1) establish or designate a laboratory to con-
8
duct research on premise plumbing in relation to
9
water safety, security, efficiency, sustainability, and
10
resilience;
11
(2) conduct an organizational review of all re-
12
search and other activities related to premise plumb-
13
ing conducted by Federal entities; and
14
(3) appoint 1 or more officers or employees of
15
the Institute to liaise with non-Federal entities con-
16
ducting research or other activities related to
17
premise plumbing.

(c) QUADRENNIAL REPORTS.—Not later than 4 years
19
after the date of the enactment of this Act and not less
20
frequently than once every 4 years thereafter, the Director
21
shall submit to Congress a report on the progress made
22
by the Institute regarding—

(1) the status of the laboratory described in
1
subsection (b)(1), including any staff designated to
2
work in such laboratory;
3
(2) all projects of the Institute related to
4
premise plumbing, including completed projects,
5
projects in progress, and projects planned for the fu-
6
ture;
7
(3) updates to data relevant to premise plumb-
8
ing system structure, design, and construction; and
9
(4) any progress of private organizations in up-
10
dating premise plumbing standards.

(d) AUTHORIZATION
OF APPROPRIATIONS.—There
12
are authorized to be appropriated to the National Institute
13
of Standards and Technology such sums as may be nec-
14
essary to carry out this section.
