partment of Veterans Affairs, and for other purposes.

A BILL
To amend title 38, United States Code, to eliminate the
period of eligibility for the Vocational Rehabilitation and
Employment program of the Department of Veterans
Affairs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Reduce Unemployment
4
for Veterans of All Ages Act of 2020’’.

SEC. 2. ELIMINATION OF PERIOD OF ELIGIBILITY FOR DE-

PARTMENT OF VETERANS AFFAIRS TRAINING
2
AND REHABILITATION FOR VETERANS WITH
3
SERVICE-CONNECTED DISABILITIES.

(a) IN GENERAL.—Section 3103 of title 38, United
5
States Code, is repealed.
6
(b) CLERICAL AMENDMENT.—The table of sections
7
at the beginning of chapter 31 of such title is amended
8
by striking the item relating to section 3103.
9
(c) EFFECTIVE DATE.—The amendments made by
10
subsections (a) and (b) shall take effect on the date that
11
is one year after the date of the enactment of this Act.
12
(d) EARLY IMPLEMENTATION.—During the period
13
beginning on the date of the enactment of this Act and
14
ending on the effective date specified in subsection (c), if
15
the Secretary of Veterans Affairs determines that the sys-
16
tems and personnel of the Department of Veterans Affairs
17
are prepared to do so, the Secretary may afford a rehabili-
18
tation program under chapter 31 of such title to a veteran
19
to whom the Secretary is otherwise prohibited from afford-
20
ing the rehabilitation program solely by reason of section
21
3103 of such title.
