A BILL
To provide that human life shall be deemed to exist from
conception.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Sanctity of Life Act
4
of 2020’’.
5
SEC. 2. FINDINGS AND DECLARATION.

(a) FINDINGS.—Congress finds that uncontroverted
7
scientific evidence has always shown that actual human
8
life exists from the moment of conception.
9
(b) DECLARATION.—Upon the basis of these find-
10
ings, and in the exercise of the powers of the Congress,

the Congress hereby declares that human life shall be
1
deemed to exist from fertilization, without regard to race,
2
sex, age, health, defect, or condition of dependency and
3
‘‘person’’ shall include all human life as defined herein.
4
Congress further recognizes that each State has a compel-
5
ling interest in protecting the lives of those within the
6
State’s jurisdiction whom the State rationally regards as
7
human beings.

SEC. 3. LIMITATION ON JURISDICTION.
9
(a) Chapter 81 of title 28, United States Code, is
10
amended by adding the following new section and renum-
11
bering any appropriate section accordingly:

‘‘§ 1261. Appellate jurisdiction; limitations
13
‘‘Notwithstanding the provisions of sections 1253,
14
1254, and 1257 of this chapter, the Supreme Court shall
15
not have jurisdiction to review, by appeal, writ of certio-
16
rari, or otherwise, any case arising out of any statute, or-
17
dinance, rule, regulation, practice, or any part thereof, or
18
arising out of any act interpreting, applying, enforcing,
19
or effecting any statute, ordinance, rule, regulation, or
20
practice, on the grounds that such statute, ordinance, rule,
21
regulation, practice, act, or part thereof (1) protects the
22
rights of human persons between conception and birth, or
23
(2) prohibits, limits, or regulates (a) the performance of
24
abortions or (b) the provision of public expense of funds,

facilities, personnel, or other assistance for the perform-

ance of abortions.’’.

(b) The section analysis of chapter 81 of title 28 is

amended by adding the following new item:

‘‘1261. Appellate jurisdiction; limitations.’’.
SEC. 4. LIMITATION ON JURISDICTION.

(a) Chapter 85 of title 28, United States Code, is
6
amended by adding at the end thereof the following new
7
section and renumbering any appropriate section accord-
8
ingly:
9
‘‘§ 1370. Limitations on jurisdiction
10
‘‘Notwithstanding any other provision of law, the dis-
11
trict courts shall not have jurisdiction of any case or ques-
12
tion which the Supreme Court does not have jurisdiction
13
to review under section 1261 of this title.’’.

(b) The section analysis at the beginning of chapter
15
85 of title 28 is amended by adding at the end thereof
16
the following new item:
17
‘‘1370. Limitations on jurisdiction.’’.
SEC. 5. EFFECTIVE DATE.

The provisions of this Act shall take effect imme-
19
diately upon enactment.

SEC. 6. SEVERABILITY.
21
If any provision of this Act or the application thereof
22
to any person or circumstance is judicially determined to
23
be invalid, the validity of the remainder of the Act and
