Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Test Your Well Water 4 Act’’. 5 SEC. 2. HOUSEHOLD WELL WATER TESTING WEBSITE. 6 (a) IN GENERAL.—Not later than one year after the 7 date of enactment of this Act, the Administrator of the 8 Environmental Protection Agency shall establish a website 9 VerDate Sep 11 2014 21:20 Mar 05, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6053.IH H6053 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 6053 IH containing information relating to the testing of household 1 well water. 2 (b) CONTENTS.—The Administrator shall include on 3 the website established under subsection (a) the following: 4 (1) Information on how to get groundwater that 5 is the source for a household water well tested by a 6 well inspector who is certified by a qualified third 7 party. 8 (2) A list of laboratories that analyze water 9 samples and are certified by a State or the Adminis- 10 trator. 11 (3) State-specific information, developed in co- 12 ordination with each State, on naturally occurring 13 and human-induced contaminants. 14 (4) Information that, using accepted risk com- 15 munication techniques, clearly communicates wheth- 16 er a test result value exceeds a level determined by 17 the Administrator or the State to pose a health risk. 18 (5) Information on treatment options, including 19 information relating to water treatment systems cer- 20 tified by the National Science Foundation or the 21 American National Standards Institute, and people 22 who are qualified to install such systems. 23 VerDate Sep 11 2014 21:20 Mar 05, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6053.IH H6053 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 6053 IH (6) A directory of whom to contact to report a 1 test result value that exceeds a level determined by 2 the Administrator or the State to pose a health risk. 3 (7) Information on financial assistance that is 4 available for homeowners to support water treat- 5 ment, including grants under section 306E of the 6 Consolidated Farm and Rural Development Act (7 7 U.S.C. 1926e) and State resources. 8 (8) Any other information the Administrator 9 considers appropriate. 10 (c) COORDINATION.—The Administrator shall coordi- 11 nate with the Secretary of Health and Human Services, 12 the Secretary of Agriculture, and appropriate State agen- 13 cies in carrying out this section. 14 (d) AUTHORIZATION OF APPROPRIATIONS.—There is 15 authorized to be appropriated to carry out this section 16 $1,000,000 for fiscal year 2021. 17 Æ VerDate Sep 11 2014 21:20 Mar 05, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H6053.IH H6053 pamtmann on DSKBC07HB2PROD with BILLS
