To amend title 49, United States Code, to promote transpor-
tation career opportunities and improve diversity in the
workforce.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Promoting Service in
4
Transportation Act’’.

SEC. 2. TRANSPORTATION WORKFORCE OUTREACH PRO-

GRAM.

(a) IN GENERAL.—Subchapter I of chapter 55 of
3
subtitle III of title 49, United States Code, is amended
4
by adding at the end the following:
5
‘‘§ 5506. Transportation workforce outreach program
6
‘‘(a) IN GENERAL.—The Secretary of Transportation
7
(referred to in this section as the ‘Secretary’) shall estab-
8
lish and administer a transportation workforce outreach
9
program, under which the Secretary shall carry out a se-
10
ries of public service announcement campaigns during
11
each of fiscal years 2021 through 2026.
12
‘‘(b) PURPOSES.—The purpose of the campaigns car-
13
ried out under the program under this section shall be—
14
‘‘(1) to increase awareness of career opportuni-
15
ties in the transportation sector, including aviation
16
pilots, safety inspectors, mechanics and technicians,
17
air traffic controllers, flight attendants, truck driv-
18
ers, engineers, transit workers, railroad workers, and
19
other transportation professionals; and
20
‘‘(2) to increase diversity, including with respect
21
to race, gender, ethnicity, and socioeconomic status,
22
of professionals in the transportation sector.

‘‘(c) ADVERTISING.—The Secretary may use, or au-
24
thorize the use of, amounts made available to carry out
25
the program under this section for the development, pro-

duction, and use of broadcast, digital, and print media ad-

vertising and outreach in carrying out a campaign under

this section.

‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There
4
is authorized to be appropriated to the Secretary to carry
5
out this section $5,000,000 for each of fiscal years 2021
6
through 2026.’’.

(b) CLERICAL AMENDMENT.—The table of sections
8
for subchapter I of chapter 55 of subtitle III of title 49,
9
United States Code, is amended by inserting after the
10
item relating to section 5505 the following:

‘‘5506. Transportation workforce outreach program.’’.

ethnicity, and socioeconomic status.

‘‘(c) ADVERTISING.—The Secretary may use, or au-
15
thorize the use of, amounts made available to carry out the
16
program under this section for the development, production,
17
and use of broadcast, digital, and print media advertising
18
and outreach in carrying out a campaign under this sec-
19
tion.
20
‘‘(d) FUNDING.—For each of fiscal years 2021 through
21
2026, the Secretary may use to carry out this section any
22
amounts otherwise made available to the Secretary, not to
23
exceed $5,000,000 for each fiscal year.’’.
