A BILL
To amend the Homeland Security Act of 2002 to establish
a DHS Cybersecurity On-the-Job Training and Employ-
ment Apprentice Program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘DHS Cybersecurity
4
On-the-Job Training and Employment Apprentice Pro-
5
gram Act’’.

SEC. 2. DHS CYBERSECURITY ON-THE-JOB TRAINING AND

EMPLOYMENT APPRENTICE PROGRAM.

(a) IN GENERAL.—Subtitle A of title XXII of the
3
Homeland Security Act of 2002 (6 U.S.C. 651 et seq.)
4
is amended by adding at the end the following new section:
5
‘‘SEC. 2215. DHS CYBERSECURITY ON-THE-JOB TRAINING
6
AND EMPLOYMENT APPRENTICE PROGRAM.
7
‘‘(a) IN GENERAL.—Not later than 18 months after
8
the date of the enactment of this section, the Secretary
9
shall establish a ‘DHS Cybersecurity On-the-Job Training
10
and Employment Apprentice Program’ (in this section re-
11
ferred to as the ‘Program’) to identify Department em-
12
ployees for work in matters relating to cybersecurity at
13
the Department. The Program shall be led by the Direc-
14
tor. The Secretary may provide the Director with such of-
15
ficers or employees of the Department as are necessary
16
to carry out the Program.

‘‘(b) DUTIES.—In carrying out the Program under
18
subsection (a), the Director shall—
19
‘‘(1) submit to the Secretary a monthly report
20
on the status of vacancies in cybersecurity positions
21
throughout the Department;
22
‘‘(2) identify diagnostic tools that can accu-
23
rately and reliably measure an individual’s capacity
24
to perform cybersecurity related jobs or serve in po-

sitions associated with network or computing secu-
1
rity;
2
‘‘(3) in consultation with relevant Department
3
component heads, identify a roster of positions that
4
may be a good fit for the Program and make rec-
5
ommendations to the Secretary relating to such
6
identified positions;
7
‘‘(4) develop a curriculum for the Program,
8
which may include distance learning instruction, in-
9
classroom instruction within a work location, on-the-
10
job instruction under the supervision of experienced
11
cybersecurity staff, or other means of training and
12
education as determined appropriate by the Sec-
13
retary;
14
‘‘(5) recruit individuals employed by the De-
15
partment to participate in the Program;
16
‘‘(6) determine the best means for training and
17
retention of Department employees enrolled in the
18
Program;
19
‘‘(7) maintain an accurate numeration and de-
20
scription of all filled and unfilled cybersecurity posi-
21
tions within the Department by office and compo-
22
nent;
23
‘‘(8) keep up-to-date a roster of open positions
24
relating to cybersecurity, as determined and ap-

proved by the Secretary, and the skills applicants
1
must attain to qualify to fill such positions;
2
‘‘(9) maintain information on individuals en-
3
rolled in the Program; and
4
‘‘(10) annually submit to the Committee on
5
Homeland Security of the House of Representatives
6
and the Committee on Homeland Security and Gov-
7
ernmental Affairs of the Senate a report containing
8
information relating to the duties specified in this
9
subsection.’’.

(b) CLERICAL AMENDMENT.—The table of contents
11
in section 1(b) of the Homeland Security Act of 2002 is
12
amended by inserting after the item relating to section
13
2214 the following new item:
14
‘‘Sec. 2215. DHS Cybersecurity On-the-Job Training and Employment Appren-
tice Program.’’.
