A BILL
To amend the Homeland Security Act of 2002 to authorize
the use of Homeland Security Grant Program funds
for anti-blood loss purposes, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Prevent Blood Loss
4
with Emergency Equipment Devices Act of 2020’’ or the
5
‘‘Prevent BLEEDing Act of 2020’’.

SEC. 2. USE OF HOMELAND SECURITY GRANT PROGRAM

FUNDS FOR ANTI-BLOOD LOSS PURPOSES.
2
(a) IN GENERAL.—Section 2002 of the Homeland
3
Security Act of 2002 (6 U.S.C. 603) is amended by adding
4
at the end the following new subsection:
5
‘‘(d) ANTI-BLOOD LOSS GRANTS.—
6
‘‘(1) DEFINITIONS.—In this subsection:
7
‘‘(A) ANTI-BLOOD
LOSS
SUPPLIES.—The
8
term ‘anti-blood loss supplies’ means tour-
9
niquets, gauze, wound-packing materials, hemo-
10
static dressings, gloves, markers, or other ap-
11
propriate materials.
12
‘‘(B) ELIGIBLE ENTITY.—The term ‘eligi-
13
ble entity’ means an entity that—
14
‘‘(i) does not use anti-blood loss sup-
15
plies in the ordinary course of business;
16
and
17
‘‘(ii) certifies as part of a grant appli-
18
cation process that the entity intends to
19
place anti-blood loss supplies procured
20
using the grant in locations where the
21
equipment is immediately available for
22
public use when needed, such as with a
23
publicly
displayed
automated
external
24
defibrillator.

‘‘(2) USE OF FUNDS.—A grant under section
1
2003 or 2004 may be used for any of the following
2
purposes:
3
‘‘(A) To purchase or distribute anti-blood
4
loss supplies for use in medical emergencies in
5
a place where people gather.
6
‘‘(B) To provide training on the proper use
7
of anti-blood loss supplies to appropriate per-
8
sons for the purpose of enhancing public safety.
9
‘‘(C) To make grants to an eligible entity
10
for a purpose described in subparagraph (A) or
11
(B).

‘‘(3) PRIORITY IN AWARDING GRANTS.—
13
‘‘(A) IN GENERAL.—Subject to the avail-
14
ability of funds, any State, local, or tribal gov-
15
ernment or high-risk urban area that applies
16
for a grant under section 2003 or 2004 for a
17
purpose described in paragraph (2) shall be
18
awarded such grant.

‘‘(B) ALLOCATION.—The Secretary shall
20
allocate funds made available under this sub-
21
section by a formula developed by the Secretary
22
for such purpose that takes into consideration
23
the relative populations of each geographic area
24
for which a grant is made.

‘‘(4) OUTREACH.—The Secretary shall conduct
1
outreach to inform State, local, and tribal govern-
2
ments and high-risk urban areas that apply for
3
grants under sections 2003 and 2004 of the avail-
4
ability of funds under this subsection.’’.

(b) AUTHORIZATION OF APPROPRIATIONS.—In addi-
6
tion to amounts otherwise authorized to be appropriated
7
for sections 2002, 2003, and 2004 of the Homeland Secu-
8
rity Act of 2002 (6 U.S.C. 603, 604, and 605), there are
9
authorized to be appropriated $10,000,000, to remain
10
available until expended, to make grants under subsection
11
(d) of section 2002 of such Act, as added by this Act.
