mittee on Transportation and Infrastructure
A BILL
To direct the Secretary of Transportation to seek to enter
into an agreement with the National Academies of
Sciences, Engineering, and Medicine to conduct a study
on climate change mitigation efforts with respect to the
civil aviation and aerospace industries, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National Evaluation
4
of Aviation and Aerospace Solutions to Climate Change
5
Act of 2020’’.

SEC. 2. STUDY ON CERTAIN CLIMATE CHANGE MITIGATION

EFFORTS.
2
(a) IN GENERAL.—Not later than 90 days after the
3
date of enactment of this Act, the Secretary of Transpor-
4
tation shall seek to enter into an agreement with the Na-
5
tional Academies of Sciences, Engineering, and Medicine
6
(referred to in this Act as the ‘‘National Academies’’) to
7
conduct a study on climate change mitigation efforts with
8
respect to the civil aviation and aerospace industries.
9
(b) STUDY CONTENTS.—In conducting the study
10
under subsection (a), the National Academies shall—
11
(1) identify climate change mitigation efforts,
12
including efforts relating to emerging technologies,
13
in the civil aviation and aerospace industries;
14
(2) develop and apply an appropriate indicator
15
for assessing the effectiveness of such efforts;
16
(3) identify gaps in such efforts;
17
(4) identify barriers preventing expansion of
18
such efforts; and
19
(5) develop recommendations with respect to
20
such efforts.

(c) REPORTS.—

(1) FINDINGS
OF
STUDY.—Not later than 1
23
year after the date on which the Secretary enters
24
into an agreement for a study pursuant to sub-
25
section (a), the Secretary shall submit to the appro-

priate congressional committees the findings of the
1
study.

(2) ASSESSMENT.—Not later than 180 days
3
after the date on which the Secretary submits the
4
findings pursuant to paragraph (1), the Secretary,
5
acting through the Administrator of the Federal
6
Aviation Administration, shall submit to the appro-
7
priate congressional committees a report that con-
8
tains an assessment of the findings.
9
(d) AUTHORIZATION OF APPROPRIATIONS.—There is
10
authorized to be appropriated to the Secretary to carry
11
out this section $1,500,000.
12
(e) DEFINITIONS.—In this section:
13
(1) APPROPRIATE
CONGRESSIONAL
COMMIT-
14
TEES.—The term ‘‘appropriate congressional com-
15
mittees’’ means the Committee on Transportation
16
and Infrastructure of the House of Representatives,
17
the Committee on Commerce, Science, and Trans-
18
portation of the Senate, and other congressional
19
committees determined appropriate by the Secretary.

(2) CLIMATE CHANGE MITIGATION EFFORTS.—

The term ‘‘climate change mitigation efforts’’ means
22
efforts, including the use of technologies, materials,
