A BILL
To amend title 49, United States Code, to make it unlawful
for any air carrier to operate certain helicopters without
a flight data recorder and cockpit voice recorder, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Helicopter Data and
4
Voice Recorder Requirement Act’’.

SEC. 2. HELICOPTER RECORDERS.

(a) IN GENERAL.—Chapter 447 of title 49, United
2
States Code, is amended by adding at the end the fol-
3
lowing:

‘‘§ 44741. Helicopter recorders
5
‘‘It shall be unlawful for any air carrier to operate
6
a single or multiengine, turbine-powered helicopter with
7
1 or more passenger seats and 1 or more pilots without
8
a flight data recorder and cockpit voice recorder that meet
9
the requirements of section 91.609 of title 14, Code of
10
Federal Regulations.’’.

(b) CLERICAL AMENDMENT.—The analysis for chap-
12
ter 447 of title 49, United States Code, is amended by
13
adding at the end the following:
14
‘‘44741. Helicopter recorders.’’.
(c) EFFECTIVE DATE.—The amendments made by
15
this section shall take effect on the date that is 1 year
16
after the date of enactment of this Act.
