ferred to the Committee on Science, Space, and Technology
A BILL
To direct the Secretary of Energy to fund projects to restore
and modernize the National Laboratories, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Restore and Modernize
4
Our National Labs Act’’.
5
SEC. 2. NATIONAL LABS RESTORATION AND MODERNIZA-
6
TION.
7
(a) IN GENERAL.—The Secretary of Energy shall
8
fund projects described in subsection (b) as needed to ad-

dress deferred maintenance, critical infrastructure needs,
1
and modernization of National Laboratories.

(b) USE OF FUNDS.—The projects described in this
3
subsection are the following:
4
(1) Priority deferred maintenance projects, in-
5
cluding facilities maintenance and refurbishment of
6
research laboratories, administrative and support
7
buildings, utilities, roads, power plants and any
8
other critical infrastructure, as determined by the
9
Secretary of Energy.
10
(2) Lab modernization projects, including core
11
infrastructure needed to support emerging science
12
missions with new and specialized requirements and
13
to maintain safe, efficient, reliable, and environ-
14
mentally responsible operations, as determined by
15
the Secretary of Energy.

(c) FUNDING.—There is hereby appropriated to the
17
Secretary
of
Energy
to
carry
out
this
section
18
$6,000,000,000, to remain available for obligation
19
through fiscal year 2025.

(d) SUBMISSION TO CONGRESS.—The Secretary of
21
Energy shall submit to the Committee on Appropriations
22
and the Committee on Science, Space, and Technology of
23
the House of Representatives and to the Committee on
24
Appropriations and the Committee on Energy and Natural

Resources of the Senate, with the annual budget submis-

sion of the President for each year through fiscal year
2
2025, a list of projects for which the Secretary will provide
3
funding under this section, including a description of each
4
such project.

(e) NATIONAL LABORATORY.—In this section, the
6
term ‘‘National Laboratory’’ has the meaning given the
7
term in section 2 of the Energy Policy Act of 2005 (42
8
U.S.C. 15801).
