A BILL
To amend title 23, United States Code, with respect to
funding for certain safety projects, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Safe Routes to School
4
Expansion Act’’.
5
SEC. 2. HIGHWAY SAFETY IMPROVEMENT PROGRAM.
6
Section 148 of title 23, United States Code, is
7
amended—

(1) in subsection (a)—

SECTION.—

‘‘(A) IN
GENERAL.—The term ‘safety
5
project under any other section’ means a
6
project carried out for the purposes of safety
7
under any section of this title other than this
8
section.

‘‘(B)
INCLUSION.—The
term
‘safety
10
project under any other section’ includes a
11
project, consistent with the State strategic high-
12
way safety plan, that—
13
‘‘(i) promotes public awareness and
14
informs the public regarding highway safe-
15
ty matters (including motorcycle safety
16
and school bus stop safety);
17
‘‘(ii) facilitates enforcement of traffic
18
safety laws; and
19
‘‘(iii) supports Safe Routes to School
20
non-infrastructure projects, as defined in
21
section 1404(f) of SAFETEA–LU (23
22
U.S.C. 402 note).’’; and
23
(D) in paragraph (12)(A), as so redesig-
24
nated—

PROJECTS UNDER ANY OTHER SECTION.—

‘‘(A) IN GENERAL.—To advance the imple-
18
mentation of a State strategic highway plan, a
19
State may use not more than 25 percent of the
20
amounts apportioned to the State under section
21
104(b)(3) for a fiscal year to carry out safety
22
projects under any other section.
23
‘‘(B) OTHER TRANSPORTATION AND SAFE-
24
TY PLANS.—Nothing in this paragraph requires

SEC. 3. FEDERAL SHARE PAYABLE.

Section 120(c)(1) of title 23, United States Code, is
5
amended by inserting ‘‘an improvement for pedestrian or
6
bicyclist safety or safety of people with disabilities, Safe
7
Routes to School improvements,’’ after ‘‘utility poles,’’.
