To amend the State Department Basic Authorities Act of
1956 to eliminate the repatriation loan program, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Leave No Americans
4
Behind Act of 2020’’.
5
SEC. 2. ELIMINATION OF REPATRIATION LOANS BY DE-
6
PARTMENT OF STATE.

Section 4 of the State Department Basic Authorities
8
Act of 1956 (22 U.S.C. 2671) is amended—

(1) in subsection (b)(2)(A)(ii), by striking ‘‘, on
1
a reimbursable basis to the maximum extent prac-
2
ticable, with such reimbursements to be credited to
3
the applicable Department of State appropriation
4
and to remain available until expended, except that
5
no reimbursement under this clause shall be paid
6
that is greater than the amount the person evacu-
7
ated would have been charged for a reasonable com-
8
mercial air fare immediately prior to the events giv-
9
ing rise to the evacuation’’; and
10
(2) by striking subsection (d).
