Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. COMPREHENSIVE RESEARCH AND STATISTICAL RE- 1 VIEW AND ANALYSIS OF INCIDENTS OF TRAF- 2 FICKING IN PERSONS AND COMMERCIAL SEX 3 ACTS. 4 Section 201(a)(1)(B) of the Trafficking Victims Pro- 5 tection Reauthorization Act of 2005 (34 U.S.C. 6 20701(a)(1)(B)) is amended to read as follows: 7 ‘‘(B) CONTENTS.—The research and sta- 8 tistical review and analysis under this para- 9 graph shall consist of two separate studies, uti- 10 lizing the same statistical data where appro- 11 priate, as follows: 12 ‘‘(i) The first study shall address se- 13 vere forms of trafficking in persons in the 14 United States and shall include, but need 15 not be limited to— 16 ‘‘(I) the estimated number and 17 demographic characteristics of victims 18 of severe forms of trafficking in per- 19 sons; 20 ‘‘(II) the estimated number and 21 demographic characteristics of per- 22 petrators of severe forms of traf- 23 ficking; and 24 ‘‘(III) the number of investiga- 25 tions, arrests, prosecutions, and incar- 26 VerDate Sep 11 2014 22:50 Feb 17, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3319.IS S3319 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 3319 IS cerations of persons engaged in acts 1 of severe forms of trafficking in per- 2 sons by States and their political sub- 3 divisions. 4 ‘‘(ii) The second study shall address 5 sex trafficking and unlawful commercial 6 sex acts in the United States and shall in- 7 clude, but need not be limited to— 8 ‘‘(I) the estimated number and 9 demographic characteristics of per- 10 petrators of sex trafficking, including 11 purchasers of commercial sex acts; 12 ‘‘(II) the estimated value in dol- 13 lars of the commercial sex economy, 14 including the estimated average an- 15 nual personal income derived from 16 acts of sex trafficking; 17 ‘‘(III) the number of investiga- 18 tions, arrests, prosecutions, and incar- 19 cerations of persons engaged in sex 20 trafficking and unlawful commercial 21 sex acts, including purchasers of com- 22 mercial sex acts, by States and their 23 political subdivisions; and 24 VerDate Sep 11 2014 22:50 Feb 17, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3319.IS S3319 pbinns on DSKJLVW7X2PROD with BILLS 4 •S 3319 IS ‘‘(IV) a description of the dif- 1 ferences in the enforcement of laws 2 relating to unlawful commercial sex 3 acts across the United States.’’. 4 SEC. 3.
