A BILL
To amend the Foreign Assistance Act of 1961 to establish
a program to provide disadvantaged youth in developing
countries with opportunities to receive education and em-
ployment skills, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘YouthBuild Inter-
4
national Act’’.

SEC. 2. PROGRAM TO PROVIDE DISADVANTAGED YOUTH IN

DEVELOPING COUNTRIES WITH OPPORTUNI-

TIES TO RECEIVE EDUCATION AND EMPLOY-

MENT SKILLS.

Section 105 of the Foreign Assistance Act of 1961
5
(22 U.S.C. 2151c) is amended by adding at the end the
6
following:
7
‘‘(d) PROGRAM
TO
PROVIDE
DISADVANTAGED
8
YOUTH IN DEVELOPING COUNTRIES WITH OPPORTUNI-
9
TIES
TO
RECEIVE
EDUCATION
AND
EMPLOYMENT
10
SKILLS.—
11
‘‘(1) IN GENERAL.—The President is author-
12
ized to establish a program to furnish assistance, on
13
such terms and conditions as the President may de-
14
termine, to developing countries—
15
‘‘(A) to provide disadvantaged youth with
16
opportunities to receive the education and em-
17
ployment skills necessary to achieve economic
18
self-sufficiency in occupations in demand and
19
postsecondary education and training opportu-
20
nities;
21
‘‘(B) to provide disadvantaged youth with
22
opportunities for meaningful work and service
23
to their communities;
24
‘‘(C) to foster the development of employ-
25
ment and leadership skills and commitment to

community development among youth in low-in-

come communities;

‘‘(D) to expand the supply of permanent
3
affordable housing for homeless individuals and
4
low-income families by utilizing the energies
5
and talents of disadvantaged youth; and
6
‘‘(E) to improve the quality and energy ef-
7
ficiency of community and other nonprofit and
8
public facilities, including those facilities that
9
are used to serve homeless and low-income fam-
10
ilies.

‘‘(2) REFERENCE.—The program established
12
pursuant to paragraph (1) may be referred to as the
13
‘YouthBuild International program’.’’.
