To amend the Harry W. Colmery Veterans Educational Assistance Act of
2017 to expand eligibility for high technology programs of education
and the class of providers who may enter into contracts with the Sec-
retary of Veterans Affairs to provide such programs, and for other
purposes.

A BILL
To amend the Harry W. Colmery Veterans Educational As-
sistance Act of 2017 to expand eligibility for high tech-
nology programs of education and the class of providers
who may enter into contracts with the Secretary of Vet-
erans Affairs to provide such programs, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Veteran Employment
4
Through Technology Education Courses Expansion Act’’
5
or the ‘‘VET TEC Expansion Act’’.

SEC. 2. EXPANSION OF ELIGIBLE CLASS OF PROVIDERS OF

HIGH TECHNOLOGY PROGRAMS OF EDU-
2
CATION FOR VETERANS.

Section 116 of the Harry W. Colmery Veterans Edu-
4
cational Assistance Act of 2017 (Public Law 115–48; 38
5
U.S.C. 3001 (note)) is amended—
6
(1) in subsection (b), by adding at the end
7
‘‘The Secretary shall treat an individual as an eligi-
8
ble veteran if the Secretary determines that the indi-
9
vidual shall become an eligible veteran fewer than
10
180 days after the date of such determination.’’;
11
(2) in subsection (c)(3)—
12
(A) by striking subparagraph (A); and
13
(B) by redesignating subparagraphs (B)
14
and (C) as subparagraphs (A) and (B), respec-
15
tively;
16
(3) in subsection (d), in the matter preceding
17
paragraph (1), by inserting ‘‘(not including an indi-
18
vidual described in the second sentence of subsection
19
(b))’’ after ‘‘each eligible veteran’’;
20
(4) in subsection (e), in the matter preceding
21
paragraph (1), by inserting ‘‘, including a part-time
22
program shorter than six months in duration,’’ after
23
‘‘means a program of education’’; and
24
(5) by adding at the end the following new sub-
25
section (i):

‘‘(i) PROHIBITION ON CERTAIN ACCOUNTING OF AS-

SISTANCE.—The Secretary may not consider enrollment in
2
a high technology program of education under this section
3
to be assistance under a provision of law referred to in
4
section 3695 of title 38, United States Code.’’.
