Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. REAL ID EXEMPTION FOR INDIVIDUALS WITH 1 KNOWN TRAVELER NUMBERS. 2 (a) EXEMPTION.— 3 (1) IN GENERAL.—For purposes of boarding a 4 federally regulated commercial aircraft, the creden- 5 tial requirements of section 202 of the REAL ID 6 Act of 2005 (Public Law 109–13; 49 U.S.C. 30301 7 note) shall not apply to an individual who provides 8 to the Transportation Security Administration the 9 Known Traveler Number assigned to such individual 10 through such individual’s flight reservation. 11 (2) DEFINITION.—In this section, the term 12 ‘‘Known Traveler Number’’ means a number as- 13 signed to an individual and accepted by the Trans- 14 portation Security Administration as validating that 15 the individual holding such identifier is a member of 16 a known low-risk population, such as TSA’s 17 PreCheck trusted traveler program or U.S. Customs 18 and Border Protection’s Global Entry program. 19 (3) EFFECTIVE DATE.—The exemption de- 20 scribed in paragraph (1) shall take effect and apply 21 beginning on October 1, 2020. 22 (b) PUBLIC AWARENESS.— 23 (1) IN GENERAL.—Notwithstanding any other 24 provision of law, the Administrator of the Transpor- 25 tation Security Administration shall, beginning on 26 VerDate Sep 11 2014 04:24 Feb 13, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5827.IH H5827 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 5827 IH October 1, 2020, accept enrollment in PreCheck as 1 an allowable alternative to presenting a REAL ID 2 compliant credential to board a commercial aircraft. 3 This authorization provided under this subsection 4 shall terminate on April 1, 2022. 5 (2) TRAVELER NOTIFICATION.—To the extent 6 possible, beginning on the date of the enactment of 7 this Act, the Secretary of Homeland Security shall 8 inform travelers of the exemption described in sub- 9 section (a). 10 (3) PUBLIC AWARENESS CAMPAIGN.—Beginning 11 on the date of the enactment of this Act, the Admin- 12 istrator of the Transportation Security Administra- 13 tion shall engage transportation stakeholders, includ- 14 ing air carriers and ticket agents (as such terms are 15 defined in section 40102 of title 49, United States 16 Code) and airport operators, in a coordinated effort 17 to inform the public about pending REAL ID imple- 18 mentation requirements. 19 (c) ALTERNATIVE PROCEDURES.—Not later than Oc- 20 tober 1, 2020, the Administrator of the Transportation 21 Security Administration, in consultation with relevant 22 transportation security stakeholders, shall develop, social- 23 ize, and implement alternative checkpoint screening proce- 24 dures for individuals arriving at a checkpoint without a 25 VerDate Sep 11 2014 04:24 Feb 13, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5827.IH H5827 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 5827 IH form of identification acceptable to the Transportation Se- 1 curity Administration or satisfying the exemption de- 2 scribed in subsection (a). Such procedures may include the 3 following: 4 (1) Utilizing Credential Authentication Tech- 5 nology as a means of verifying traveler identity and 6 flight information. 7 (2) Querying Federal or State databases, in- 8 cluding trusted traveler enrollment databases of the 9 Department of Homeland Security, for the purposes 10 of verifying traveler identity. 11 (3) Allowing passengers to undergo secondary 12 screening procedures at the checkpoint for purposes 13 of boarding a federally regulated commercial air- 14 craft. 15 (d) TRAINING AND EXERCISES.— 16 (1) IN GENERAL.—Not later than October 1, 17 2020, in consultation with air carriers, airport oper- 18 ators, and relevant law enforcement agencies, the 19 Administrator of the Transportation Security Ad- 20 ministration (TSA) may, if requested by an airport 21 at which the Transportation Security Administration 22 conducts or oversees security screening, conduct 23 REAL ID implementation exercises, including sce- 24 nario-based training for frontline TSA personnel re- 25 VerDate Sep 11 2014 04:24 Feb 13, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5827.IH H5827 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 5827 IH garding REAL ID implementation, tabletop exer- 1 cises with air carrier (as such term is defined in sec- 2 tion 40102 of title 49, United States Code) and air- 3 port personnel, and consultation with transportation 4 security stakeholders to communicate REAL ID en- 5 forcement policies and plans. 6 (2) NOTIFICATION TO CONGRESS.—Upon com- 7 pletion, if applicable, of the exercises described in 8 paragraph (1), the Administrator of the Transpor- 9 tation Security Administration shall notify the Com- 10 mittee on Homeland Security of the House of Rep- 11 resentatives and the Committee on Commerce, 12 Science, and Transportation of the Senate of such 13 completion. 14 SEC. 3.
