TSA CHILD CARE AVAILABILITY ASSESSMENT. 1 (a) IN GENERAL.—Not later than 90 days after the 2 date of the enactment of this Act, the Administrator of 3 the Transportation Security Administration (TSA) shall 4 commission an assessment of the policies, procedures, and 5 practices of the Administration regarding Administration 6 personnel who are parents or guardians of a dependent 7 minor with child care needs or who are expectant parents 8 or guardians of a dependent minor with child care needs. 9 Such assessment shall also examine any impact on recruit- 10 ment, retention, and career advancement of such policies, 11 procedures, and practices. Such assessment shall be con- 12 ducted by a federally funded research and development 13 center established pursuant to section 305 of the Home- 14 land Security Act of 2002 (6 U.S.C. 185) or a national 15 academy or laboratory with appropriate expertise, as de- 16 termined by the Administrator. 17 (b) CONTENTS.—The assessment required under sub- 18 section (a) shall include the following: 19 (1) An assessment of the impacts of TSA poli- 20 cies, procedures, and practices that relate to the fol- 21 lowing: 22 (A) Job requirements. 23 (B) Personnel management. 24 (C) Shift scheduling practices. 25 VerDate Sep 11 2014 22:53 Feb 10, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5802.IH H5802 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 5802 IH (2) An assessment of whether TSA provides 1 adequate breaks for expectant mothers. 2 (3) An assessment of the efficacy of policies for 3 Administration personnel who are lactating mothers. 4 (4) The feasibility of enhancing the availability 5 of child care facilities and services for such per- 6 sonnel, including by providing needs-based subsidies 7 and through collaboration with collocated Federal, 8 State, or local agencies or businesses. 9 (5) Recommendations for improving such poli- 10 cies, procedures, and practices regarding such per- 11 sonnel who are parents or guardians of a dependent 12 minor with child care needs or who are expectant 13 parents or guardians of a dependent minor with 14 child care needs. 15 (c) CONSULTATION.—The entity conducting the as- 16 sessment required under subsection (a) shall consult with 17 appropriate stakeholders, including labor organizations 18 (including the labor organization representing security 19 screening personnel), airport operators, air carriers, and 20 other aviation industry stakeholders. 21 (d) SUBMISSION TO CONGRESS.—Not later than 90 22 days after the completion of the assessment required 23 under subsection (a), the Administrator of the Transpor- 24 tation Security Administration shall submit to the Com- 25 VerDate Sep 11 2014 22:53 Feb 10, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5802.IH H5802 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 5802 IH mittee on Homeland Security of the House of Representa- 1 tives and the Committee on Commerce, Science, and 2 Transportation of the Senate such assessment, together 3 with a plan for responding to such assessment, including 4 timelines for implementing any recommendations included 5 therein. 6 Æ VerDate Sep 11 2014 22:53 Feb 10, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H5802.IH H5802 kjohnson on DSK79L0C42PROD with BILLS
