A BILL
To direct the Comptroller General of the United States to
conduct a study to evaluate the failures and total system
breakdown of the 2020 Iowa caucuses, and for other
purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Determining Election
4
Blunders And Correcting Logical Errors Act’’.

SEC. 2. GAO STUDY ON THE FAILURES AND TOTAL SYSTEM

BREAKDOWN OF THE 2020 IOWA CAUCUSES.
2
(a) IN GENERAL.—Not later than 60 days after the
3
date of enactment of this Act, the Comptroller General
4
of the United States (in this section referred to as the
5
‘‘Comptroller General’’) shall initiate a study of—
6
(1) mismanagement by State party leaders
7
overseeing the 2020 Iowa caucuses;
8
(2) the degree to which top-down decision mak-
9
ing by the Democratic National Committee contrib-
10
uted to the failures of the 2020 Iowa caucuses;
11
(3) whether actions by State party leaders and
12
the Democratic National Committee contributed to
13
cyber vulnerabilities in the technology employed for
14
the 2020 Iowa caucuses;
15
(4) the extent to which the 2020 Iowa caucuses
16
have shaken the public’s faith and confidence in the
17
Iowa election system; and
18
(5) the potential dangers in changing election
19
technology and methods from existing approaches.

(b) REPORT.—Not later than 6 months after initi-
21
ating the study required by subsection (a), the Comp-
22
troller General shall submit to the Committee on Rules
23
and Administration of the Senate and the Committee on
24
House Administration of the House of Representatives a
25
report on the results of the study that sets forth the find-
