CORREA, and Mr. GARAMENDI) introduced the following bill; which was
referred to the Committee on Transportation and Infrastructure

To reauthorize the high-speed rail corridor development
program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘High Speed Rail Cor-
4
ridor Development Act of 2020’’.
5
SEC. 2. HIGH-SPEED RAIL CORRIDOR DEVELOPMENT.

(a) COMPETITIVE GRANT SELECTION AND CRITERIA
7
FOR GRANTS.—Section 26106(e) of title 49, United States
8
Code, is amended—

(1) by striking paragraph (2)(C)(i)(IV) and in-
1
serting the following:

‘‘(IV) environmental benefits, in-
3
cluding projects that involve the pur-
4
chase of environmentally sensitive,
5
fuel-efficient or electrified next gen-
6
eration, and cost effective passenger
7
rail equipment;’’; and
8
(2) by adding at the end the following:
9
‘‘(5) PRIORITY.—In awarding grants under the
10
program, the Secretary shall give priority to an ap-
11
plication that provides for a greater non-Federal
12
share of the cost of a project relative to other appli-
13
cations.’’.

(b) SET-ASIDE FOR PROJECTS WITH CERTAIN NON-
15
FEDERAL SHARE.—Section 26106(f) of title 49, United
16
States Code, is amended—
17
(1) by striking ‘‘The Federal share’’ and insert-
18
ing the following:
19
‘‘(1) IN GENERAL.—The Federal share’’; and
20
(2) by adding at the end the following:
21
‘‘(2) SET-ASIDE.—In carrying out this section,
22
the Secretary shall set aside for each fiscal year 50
23
percent of the funds made available to carry out this
24
section for projects with a Federal share that does

not exceed 50 percent of the project net capital

(c) AUTHORIZATION OF APPROPRIATIONS.—Section
3
26106(h) of title 49, United States Code, is amended to
4
read as follows:

‘‘(h) AUTHORIZATION OF APPROPRIATIONS.—There
6
are authorized to be appropriated to the Secretary to carry
7
out this section—
8
‘‘(1) $8,000,000,000 for fiscal year 2021;
9
‘‘(2) $8,000,000,000 for fiscal year 2022;
10
‘‘(3) $8,000,000,000 for fiscal year 2023; and
11
‘‘(4) $8,000,000,000 for fiscal year 2024.’’.
