A BILL
To amend title 38, United States Code, to establish a pre-
sumption of service-connection of disabilities relating to
blast exposures with respect to disability compensation
payments by the Secretary of Veterans Affairs.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Blast Exposure Protec-
4
tion Act of 2020’’.

SEC. 2. PRESUMPTION OF SERVICE-CONNECTION OF DIS-

ABILITIES RELATING TO BLAST EXPOSURE.

Section 1112 of title 38, United States Code, is
3
amended by adding at the end the following new sub-
4
section:
5
‘‘(d) For the purposes of section 1110 of this title,
6
and subject to the provisions of section 1113 of this title,
7
an injury or illness of a veteran that is associated with
8
a blast exposure by the veteran during active military,
9
naval, or air service shall be considered to have been in-
10
curred in or aggravated during such active military, naval,
11
or air service, notwithstanding that there is no record of
12
evidence of such injury or illness during a period of such
13
service.’’.
