Louisiana) introduced the following bill; which was referred to the Com-
mittee on Veterans’ Affairs, and in addition to the Committee on Armed
Services, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned
A BILL
To direct the Secretary of Defense and the Secretary of
Veterans Affairs to study the feasibility of establishing
a pilot program to assign certain officers of the Armed
Forces to serve as directors of medical centers of the
Department of Veterans Affairs.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Leadership Evaluation

At Department of Veterans Affairs Act’’ or the ‘‘LEAD
3
VA Act’’.

SEC. 2. FEASIBILITY STUDY ON PILOT PROGRAM FOR CER-
5
TAIN OFFICERS OF THE ARMED FORCES TO
6
SERVE AS DIRECTORS OF DEPARTMENT OF
7
VETERANS AFFAIRS MEDICAL CENTERS.

(a) STUDY.—The Secretary of Defense and the Sec-
9
retary of Veterans Affairs shall jointly conduct a study
10
to determine the feasibility of establishing a pilot program
11
under which the Secretaries assign officers of the Armed
12
Forces in the grade of O–6 to serve as directors of medical
13
centers of the Department of Veterans Affairs for a period
14
of three years.

(b) REPORT.—Not later than 120 days after the date
16
of the enactment of this Act, the Secretary of Defense and
17
the Secretary of Veterans Affairs shall jointly submit to
18
the Committees on Armed Services of the House of Rep-
19
resentatives and the Senate and the Committees on Vet-
20
erans Affairs of the House of Representatives and the
21
Senate a report containing—
22
(1) the results of the study under subsection
23
(a);
24
(2) a recommendation as to whether the pilot
25
program should be established; and
