Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 Congress finds the following: 2 (1) Endometrial cancer is cancer of the lining 3 of the uterus (or endometrium) and is the most com- 4 mon form of uterine cancer. 5 (2) Endometrial cancer is the fourth most com- 6 mon cancer diagnosed in women, after breast, lung, 7 and colon cancer. 8 (3) Endometrial cancer mainly affects post- 9 menopausal women, with most women diagnosed be- 10 tween age 55 and 64. 11 (4) Women with polycystic ovary syndrome 12 (PCOS) and uterine leiomyoma have an increased 13 risk of developing endometrial cancer. 14 (5) Unlike most other types of cancer, the inci- 15 dence of endometrial cancer, particularly aggressive 16 subtypes of such cancer, has been increasing in the 17 United States among all women, particularly among 18 African-American and Asian women, with a 2.5 an- 19 nual percent change for both groups. 20 (6) In comparison to non-Hispanic White 21 women, African-American women have significantly 22 higher incidence rates of aggressive endometrial can- 23 cers. 24 VerDate Sep 11 2014 03:56 Feb 08, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5794.IH H5794 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 5794 IH (7) Such incidence rates for Hispanic and Asian 1 women are equal to or lower than such incidence 2 rates for non-Hispanic White women. 3 (8) Although non-Hispanic White women are 4 more likely to be diagnosed with endometrial cancer 5 in comparison to African-American women, the rate 6 of mortality is higher for African-American women. 7 (9) Currently, the cause of such disparity is un- 8 known. Researchers have studied the disparity in re- 9 lation to the time between diagnosis and treatment 10 of endometrial cancer, including socioeconomic fac- 11 tors. 12 SEC. 3. EXPANDING RESEARCH AND EDUCATION WITH RE- 13 SPECT TO ENDOMETRIAL CANCER. 14 (a) NATIONAL INSTITUTES OF HEALTH.—Part B of 15 title IV of the Public Health Service Act (42 U.S.C. 284 16 et seq.) is amended by adding at the end the following 17 new section: 18 ‘‘SEC. 409K. ENDOMETRIAL CANCER. 19 ‘‘(a) IN GENERAL.—The Director of NIH shall— 20 ‘‘(1) expand, intensify, and coordinate programs 21 to conduct and support research with respect to 22 endometrial cancer; and 23 ‘‘(2) communicate to medical professionals and 24 researchers, including through the endometrial can- 25 VerDate Sep 11 2014 03:56 Feb 08, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5794.IH H5794 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 5794 IH cer public education program established under sec- 1 tion 399V–7, the disparity in the diagnosis of 2 endometrial cancer between African-American 3 women and non-Hispanic White women and any new 4 research relating to endometrial cancer. 5 ‘‘(b) COORDINATION WITH OTHER INSTITUTES.— 6 The Director of NIH shall coordinate activities carried out 7 by the Director pursuant to subsection (a) with similar 8 activities carried out by— 9 ‘‘(1) the Director of the Eunice Kennedy Shriv- 10 er National Institute of Child Health and Human 11 Development; 12 ‘‘(2) the Director of the National Institute on 13 Minority Health and Health Disparities; and 14 ‘‘(3) the Director of the Office of Research on 15 Women’s Health. 16 ‘‘(c) AUTHORIZATION OF APPROPRIATIONS.—For 17 purposes of carrying out this section, there is authorized 18 to be appropriated $500,000 for each of fiscal years 2021 19 through 2023.’’. 20 (b) CENTERS FOR DISEASE CONTROL AND PREVEN- 21 TION.—Part P of title III of the Public Health Service 22 Act (42 U.S.C. 280g et seq.) is amended by adding at 23 the end the following new section: 24 VerDate Sep 11 2014 03:56 Feb 08, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5794.IH H5794 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 5794 IH ‘‘SEC. 399V–7. ENDOMETRIAL CANCER PUBLIC EDUCATION 1 PROGRAM. 2 ‘‘(a) IN GENERAL.—The Secretary, acting through 3 the Director of the Centers for Disease Control and Pre- 4 vention, shall develop and disseminate to the public infor- 5 mational materials on endometrial cancer, including the 6 incidence rate of such cancer, the risk factors for devel- 7 oping such cancer, the increased risk for ethnic minority 8 women to develop such cancer, and the range of available 9 treatments for such cancer. Any informational material 10 developed pursuant to the previous sentence may be trans- 11 mitted to a nonprofit organization; institution of higher 12 education; Federal, State, or local agency; or media entity 13 for purposes of disseminating such material to the public. 14 ‘‘(b) CONSULTATION.—In developing and dissemi- 15 nating informational materials under subsection (a), the 16 Director of the Centers for Disease Control and Preven- 17 tion shall consult with the Administrator of the Health 18 Resources and Services Administration. 19 ‘‘(c) AUTHORIZATION OF APPROPRIATIONS.—For 20 purposes of carrying out this section, there is authorized 21 to be appropriated such sums as may be necessary for 22 each of fiscal years 2021 through 2023.’’. 23 Æ VerDate Sep 11 2014 03:56 Feb 08, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H5794.IH H5794 kjohnson on DSK79L0C42PROD with BILLS
