lowing bill; which was referred to the Committee on Transportation and

A BILL
To amend title 49, United States Code, to provide for a
program dashboard for the fixed guideway capital invest-
ment grants program.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Transportation Fund-
4
ing Accountability and Transparency Act’’.
5
SEC. 2. CAPITAL INVESTMENT GRANT PROGRAM DASH-
6
BOARD.
7
Section 5309(o) of title 49, United States Code, is
8
amended by adding at the end the following:

‘‘(4) PROGRAM DASHBOARD.—
1
‘‘(A)
ESTABLISHMENT.—The
Secretary
2
shall establish and maintain on a publicly avail-
3
able website a capital investment grant program
4
dashboard.
5
‘‘(B) REQUIREMENTS.—The dashboard es-
6
tablished under subparagraph (A) shall con-
7
tain—
8
‘‘(i) an overview of the program under
9
this section;
10
‘‘(ii) the amount of funding appro-
11
priated to the program under this section
12
in each fiscal year;
13
‘‘(iii) the amount of funding allocated
14
from the program under this section in
15
each fiscal year to each program compo-
16
nent, including core capacity improvement
17
projects, small start projects, and fixed
18
guideway capital projects;
19
‘‘(iv) the amount of funding obligated
20
from the program under this section to
21
each program component, including core
22
capacity improvement projects, small start
23
projects,
and
fixed
guideway
capital
24
projects.

‘‘(C)
PROJECT-SPECIFIC
PAGES.—The
1
website established under this paragraph shall
2
contain a webpage for each project under the
3
program that contains, for each such project—
4
‘‘(i) a comprehensive tracker of the
5
status of the project in the approval proc-
6
ess, including—
7
‘‘(I) whether the project is in
8
project development, the engineering
9
phase, or the construction phase; and
10
‘‘(II) an identification of all the
11
offices required to review each phase
12
of the approval process, and whether
13
such office has completed such review;
14
‘‘(ii) a letter of no prejudice tracker
15
that includes—
16
‘‘(I) the date any such letter was
17
requested; and
18
‘‘(II) the review process by which
19
the Secretary grants such a letter (in-
20
cluding each office that must review
21
the letter) and an up-to-date status of
22
such review;
23
‘‘(iii) the date on which a full funding
24
grant agreement is executed;

‘‘(iv) the status of the project sponsor
1
in securing the required non-Federal cost
2
share, based on information provided by
3
the project sponsor; and
4
‘‘(v) a comprehensive tracker of the
5
environmental review process for the
6
project, including the specific offices re-
7
quired to sign off on the review, that—
8
‘‘(I) is up to date (within 30
9
days) of what office is reviewing an
10
environmental impact statement, when
11
such office received the statement,
12
and the date on which such depart-
13
ment or that office approves the state-
14
ment; and
15
‘‘(II) displays the information in
16
subclause (I) until the project is com-
17
pleted.’’.
