SENSE OF CONGRESS ON INVESTMENT IN RE- 1 SEARCH AND DEVELOPMENT. 2 It is the sense of Congress that— 3 (1) the United States must drive technological 4 breakthroughs through research and development in- 5 vestments across the Federal Government, academia, 6 and industry in order to promote scientific discovery, 7 economic competitiveness, and national security; 8 (2) the United States must identify key re- 9 search infrastructure investments that enable these 10 technological breakthroughs and establish the do- 11 mestic capabilities necessary for the United States 12 to lead in the industries of the future; 13 (3) the United States must encourage opportu- 14 nities for collaboration between the Federal Govern- 15 ment and the private sector so that through such 16 partnerships, all can benefit from each other’s in- 17 vestment and expertise, ensuring United States lead- 18 ership in the industries of the future; 19 (4) the United States must encourage opportu- 20 nities for collaboration between the Federal Govern- 21 ment and the private sector so that through such 22 partnerships, all can benefit from each other’s in- 23 vestment and expertise, ensuring United States lead- 24 ership in the industries of the future; and 25 VerDate Sep 11 2014 00:43 Nov 18, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3191.RS S3191 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 3191 RS (5) in order for the United States to maintain 1 its global economic edge, Federal investment must 2 be made in research and development efforts focused 3 on industries of the future, such as artificial intel- 4 ligence, quantum information science, biotechnology, 5 and next generation wireless networks and infra- 6 structure, advanced manufacturing, and synthetic bi- 7 ology. 8 SEC. 3. REPORT ON FEDERAL RESEARCH AND DEVELOP- 9 MENT FOCUSED ON INDUSTRIES OF THE FU- 10 TURE. 11 (a) IN GENERAL.—Not later than 120 days after the 12 date of the enactment of this Act, the Director of the Of- 13 fice of Science and Technology Policy shall submit to Con- 14 gress a report on research and development investments, 15 infrastructure, and workforce development investments of 16 the Federal Government that enable continued United 17 States leadership in industries of the future. 18 (b) CONTENTS.—The report submitted under sub- 19 section (a) shall include the following: 20 (1) A definition, for purposes of this Act, of the 21 term ‘‘industries of the future’’ that includes emerging 22 technologies. 23 ( 12) An assessment of the current baseline of 24 investments in civilian research and development in- 25 VerDate Sep 11 2014 00:43 Nov 18, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3191.RS S3191 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 3191 RS vestments of the Federal Government in the indus- 1 tries of the future. 2 (23) A plan to double such baseline investments 3 in artificial intelligence and quantum information 4 science by fiscal year 2022. 5 (34) A detailed plan to increase investments de- 6 scribed in paragraph (1 2) in industries of the future 7 to $10,000,000,000 per year by fiscal year 2025. 8 (45) A plan to leverage investments described in 9 paragraphs (1 2), ( 2 3), and ( 3 4) in industries 10 of the future to elicit complimentary investments by 11 non-Federal entities to the greatest extent prac- 12 ticable. 13 (56) Proposed legislation to implement such 14 plans. 15 SEC. 4. INDUSTRIES OF THE FUTURE COORDINATION 16 COUNCIL. 17 (a) ESTABLISHMENT.— 18 (1) IN GENERAL.—The President shall establish 19 or designate a council to advise the Director of the 20 Office of Science and Technology Policy on matters 21 relevant to the Director and the industries of the fu- 22 ture. 23 (2) DESIGNATION.—The council established or 24 designated under paragraph (1) shall be known as 25 VerDate Sep 11 2014 00:43 Nov 18, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S3191.RS S3191 pamtmann on DSKBC07HB2PROD with BILLS 5 •S 3191 RS the ‘‘Industries of the Future Coordination Council’’ 1 (in this section the ‘‘Council’’). 2 (b) MEMBERSHIP.— 3 (1) COMPOSITION.—The Council shall be com- 4 posed of members from the Federal Government as 5 follows: 6 (A) One member appointed by the Direc- 7 tor. 8 (B) One member appointed by the Director 9 of the Office of Management and Budget. 10 (C) A chairperson of the Select Committee 11 on Artificial Intelligence of the National Science 12 and Technology Council. 13 (D) A chairperson of the Subcommittee on 14 Advanced Manufacturing of the National 15 Science and Technology Council. 16 (E) A chairperson of the Subcommittee on 17 Quantum Information Science of the National 18 Science and Technology Council. 19 (F) Such other members as the President 20 considers appropriate. 21 (2) CHAIRPERSON.—The member appointed to 22 the Council under paragraph (1)(A) shall serve as 23 the chairperson of the Council. 24 VerDate Sep 11 2014 00:43 Nov 18, 2020 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S3191.RS S3191 pamtmann on DSKBC07HB2PROD with BILLS 6 •S 3191 RS (c) DUTIES.—The duties of the Council are as fol- 1 lows: 2 (1) To provide the Director with advice on ways 3 in which in the Federal Government can ensure the 4 United States continues to lead the world in devel- 5 oping emerging technologies that improve the quality 6 of life of the people of the United States, increase 7 economic competitiveness of the United States, and 8 strengthen the national security of the United 9 States, including identification of the following: 10 (A) Investments required in fundamental 11 research and development, infrastructure, and 12 workforce development of the United States 13 workers who will support the industries of the 14 future. 15 (B) Actions necessary to create and fur- 16 ther develop the workforce that will support the 17 industries of the future. 18 (C) Actions required to leverage the 19 strength of the research and development eco- 20 system of the United States, which includes 21 academia, industry, and nonprofit organiza- 22 tions. 23 (D) Ways that the Federal Government 24 can consider leveraging existing partnerships 25 VerDate Sep 11 2014 00:43 Nov 18, 2020 Jkt 019200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S3191.RS S3191 pamtmann on DSKBC07HB2PROD with BILLS 7 •S 3191 RS and creating new partnerships and other multi- 1 sector collaborations to advance the industries 2 of the future. 3 (2) To provide the Director with advice on mat- 4 ters relevant to the report required by section 4. 5 (d) COORDINATION.—The Council shall coordinate 6 with and utilize relevant existing National Science and 7 Technology Council committees to the maximum extent 8 feasible in order to minimize duplication of effort. 9 (e) SUNSET.—The Council shall terminate on the 10 date that is 6 years after the date of the enactment of 11 this Act. 12 VerDate Sep 11 2014 00:43 Nov 18, 2020 Jkt 019200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S3191.RS S3191 pamtmann on DSKBC07HB2PROD with BILLS Calendar No. 593 116TH CONGRESS 2D SESSION S. 3191 [Report No. 116–300] A BILL To increase the capacity of research and develop- ment programs of the Federal Government that focus on industries of the future, and for other purposes.
