For the relief of Ruslana Melnyk and Mykhaylo Gnatyuk.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR RUSLANA
3
MELNYK AND MYKHAYLO GNATYUK.

(a) IN GENERAL.—Notwithstanding subsections (a)
5
and (b) of section 201 of the Immigration and Nationality
6
Act, Ruslana Melnyk and Mykhaylo Gnatyuk shall each
7
be eligible for issuance of an immigrant visa or for adjust-
8
ment of status to that of an alien lawfully admitted for
9
permanent residence upon filing an application for
10
issuance of an immigrant visa under section 204 of such

Act or for adjustment of status to lawful permanent resi-

dent.

(b) ADJUSTMENT OF STATUS.—If Ruslana Melnyk
3
and Mykhaylo Gnatyuk enter the United States before the
4
filing deadline specified in subsection (c), he or she shall
5
be considered to have entered and remained lawfully and
6
shall, if otherwise eligible, be eligible for adjustment of
7
status under section 245 of the Immigration and Nation-
8
ality Act as of the date of the enactment of this Act.

(c) DEADLINE FOR APPLICATION AND PAYMENT OF
10
FEES.—Subsections (a) and (b) shall apply only if the ap-
11
plication for issuance of an immigrant visa or the applica-
12
tion for adjustment of status is filed with appropriate fees
13
within 2 years after the date of the enactment of this Act.

(d) REDUCTION OF IMMIGRANT VISA NUMBER.—
15
Upon the granting of an immigrant visa or permanent res-
16
idence to Ruslana Melnyk and Mykhaylo Gnatyuk, the
17
Secretary of State shall instruct the proper officer to re-
18
duce by 2, during the current or next following fiscal year,
19
the total number of immigrant visas that are made avail-
20
able to natives of the country of the aliens’ birth under
21
section 203(a) of the Immigration and Nationality Act or,
22
if applicable, the total number of immigrant visas that are
23
made available to natives of the country of the aliens’ birth
24
under section 202(e) of such Act.

IMMIGRATION

TREATMENT
FOR CERTAIN RELATIVES.—The natural
2
parents, brothers, and sisters of Ruslana Melnyk and
3
Mykhaylo Gnatyuk shall not, by virtue of such relation-
4
ship, be accorded any right, privilege, or status under the
5
Immigration and Nationality Act.
