Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PERMANENT RESIDENT STATUS FOR IGOR 3 KLYUCHENKO. 4 (a) IN GENERAL.—Notwithstanding subsections (a) 5 and (b) of section 201 of the Immigration and Nationality 6 Act, Igor Klyuchenko shall be eligible for issuance of an 7 immigrant visa or for adjustment of status to that of an 8 alien lawfully admitted for permanent residence upon fil- 9 ing an application for issuance of an immigrant visa under 10 section 204 of such Act or for adjustment of status to 11 lawful permanent resident. 12 VerDate Sep 11 2014 21:43 Jan 27, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H5622.IH H5622 khammond on DSKJM1Z7X2PROD with BILLS 2 •HR 5622 IH (b) ADJUSTMENT OF STATUS.—If Igor Klyuchenko 1 enters the United States before the filing deadline speci- 2 fied in subsection (c), he shall be considered to have en- 3 tered and remained lawfully and shall, if otherwise eligible, 4 be eligible for adjustment of status under section 245 of 5 the Immigration and Nationality Act as of the date of the 6 enactment of this Act. 7 (c) DEADLINE FOR APPLICATION AND PAYMENT OF 8 FEES.—Subsections (a) and (b) shall apply only if the ap- 9 plication for issuance of an immigrant visa or the applica- 10 tion for adjustment of status is filed with appropriate fees 11 within 2 years after the date of the enactment of this Act. 12 (d) REDUCTION OF IMMIGRANT VISA NUMBER.— 13 Upon the granting of an immigrant visa or permanent res- 14 idence to Igor Klyuchenko, the Secretary of State shall 15 instruct the proper officer to reduce by 2, during the cur- 16 rent or next following fiscal year, the total number of im- 17 migrant visas that are made available to natives of the 18 country of the aliens’ birth under section 203(a) of the 19 Immigration and Nationality Act or, if applicable, the 20 total number of immigrant visas that are made available 21 to natives of the country of the aliens’ birth under section 22 202(e) of such Act. 23 (e) DENIAL OF PREFERENTIAL IMMIGRATION 24 TREATMENT FOR CERTAIN RELATIVES.—The natural 25 VerDate Sep 11 2014 21:43 Jan 27, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5622.IH H5622 khammond on DSKJM1Z7X2PROD with BILLS 3 •HR 5622 IH parents, brothers, and sisters of Igor Klyuchenko shall 1 not, by virtue of such relationship, be accorded any right, 2 privilege, or status under the Immigration and Nationality 3 Act. 4 Æ VerDate Sep 11 2014 21:43 Jan 27, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H5622.IH H5622 khammond on DSKJM1Z7X2PROD with BILLS
