To deem certain cartel organizations to be foreign terrorist
organizations pursuant to section 219 of the Immigration
and Nationality Act, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Identifying Drug Car-
4
tels as Terrorists Act of 2019’’.

The following organizations are hereby deemed to be

foreign terrorist organizations pursuant to section 219 of

the Immigration and Nationality Act (8 U.S.C. 1189):

(1) The Gulf Cartel.

(2) The Jalisco New Generation Cartel.

(3) The Beltran Leyva Cartel.
8
(4) The Juarez Cartel.
9
(5) The Los Zetas Cartel.
10
(6) The Sinaloa Cartel.
11
(7) The Tijuana Cartel.
