and cultural heritage of the Grand Canyon region in the State of Arizona,
to provide for a study relating to the uranium stockpile in the United
States, and for other purposes.

A BILL
To protect, for current and future generations, the water-
shed, ecosystem, and cultural heritage of the Grand Can-
yon region in the State of Arizona, to provide for a
study relating to the uranium stockpile in the United
States, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Grand Canyon Centen-
4
nial Protection Act’’.

SEC. 2. WITHDRAWAL OF FEDERAL LAND FROM MINING

LAWS.
2
(a) DEFINITION OF MAP.—In this section, the term
3
‘‘Map’’ means the Bureau of Land Management map enti-
4
tled ‘‘Grand Canyon Centennial Protection Act’’ and dated
5
July 11, 2019.

(b) WITHDRAWAL.—Subject to valid existing rights,
7
the approximately 1,006,545 acres of Federal land in the
8
State of Arizona within the area depicted on the Map, in-
9
cluding any land or interest in land that is acquired by
10
the United States after the date of enactment of this Act,
11
is withdrawn from—
12
(1) all forms of entry, appropriation, and dis-
13
posal under the public land laws;
14
(2) location, entry, and patent under the mining
15
laws; and
16
(3) operation of the mineral leasing and geo-
17
thermal leasing laws and mineral materials laws.

(c) AVAILABILITY OF MAP.—The Map shall be kept
19
on file and made available for public inspection in the ap-
20
propriate offices of the Forest Service and the Bureau of
21
Land Management.

SEC. 3. GAO STUDY ON DOMESTIC URANIUM STOCKPILES.
23
(a) IN GENERAL.—The Comptroller General of the
24
United States shall conduct a study of uranium stockpiles

in the United States that are available to meet future na-

tional security requirements.

(b) REQUIREMENTS.—The study conducted under
3
subsection (a) shall identify—
4
(1)(A) existing and potential future national se-
5
curity program demands for uranium; and
6
(B) existing and projected future inventories of
7
domestic uranium that could be available to meet
8
national security needs; and
9
(2) the extent to which national security needs
10
are capable of being met with existing uranium
11
stockpiles.

(c) DEADLINE FOR COMPLETION OF STUDY.—Not
13
later than 1 year after the date of enactment of this Act,
14
the Comptroller General of the United States shall provide
15
a briefing on the study conducted under subsection (a)
16
to—
17
(1) the Committee on Armed Services of the
18
Senate;
19
(2) the Committee on Energy and Natural Re-
20
sources of the Senate;
21
(3) the Committee on Environment and Public
22
Works of the Senate;
23
(4) the Committee on Armed Services of the
24
House of Representatives;
